[HISTORY: Adopted by the Township Committee of the Township of Westampton 5-3-1993 by Ord. No. 8-1993. Amendments noted where applicable.]
There is hereby established within the Township of Westampton an advisory council which shall be known as the "Westampton Township Recreation Advisory Committee."
The governing body of the Township of Westampton relies upon the authority set forth in N.J.S.A. 40A:63-7d, which permits a Township Committee to create such advisory councils to the municipality as it may choose.
The purpose of the Westampton Township Recreation Advisory Committee shall be to advise and recommend to the governing body such recreation programs and policies, and modifications of existing programs and policies, as it deems appropriate.
A. 
Membership. The Recreation Advisory Committee shall be composed of no fewer than six and no more than 10 citizens who shall be residents of the Township of Westampton, plus the Recreation Director, who need not be a resident of the Township of Westampton. The Township Committee shall annually appoint its liaison, who shall also be a member of the Recreation Advisory Committee.
B. 
Terms of office. The initial Recreation Advisory Committee shall be composed of four individuals who shall be appointed for terms ending December 31, 1994; three individuals who shall be appointed for terms ending December 31, 1995; and three individuals who shall be appointed for terms ending December 31, 1996. Thereafter, all terms to the Recreation Advisory Committee shall be for three-year periods. In the event that a vacancy arises, appointment to fill that vacancy shall be for the balance of the unexpired term of the member whose position has been vacated.
All members of the Recreation Advisory Committee shall be appointed by resolution duly adopted by the governing body of the Township of Westampton.
Appointments to the Recreation Advisory Committee which are made due to the expiration of term shall be made by resolution duly adopted by the Township Committee at its annual reorganization meeting or at such other times as may be necessary to fill any vacancies that may occur prior to the expiration of the term of a member or by resignation of a member.

A. 
Establishment of office. There is hereby established within the Township of Westampton the position of Recreation Director.
B. 
Appointment; term. The Township Committee shall appoint an individual to serve as the Recreation Director for a term of one year at its annual reorganization meeting or at such other time may be necessary to fill a vacancy that may occur prior to the expiration of the term. If a vacancy occurs prior to the end of the term, the then-appointed Recreation Director will fulfill the remainder of the term.
C. 
Powers and duties. The Recreation Director shall have, perform and discharge all functions, powers and duties prescribed by the Township Committee as provided for in this section, and any other powers, duties, and functions as delegated by the Township Administrator, to the extent allowed by law.
(1) 
Develop, implement, and promote activities, recreational programs, and community events within Westampton Township.
(2) 
Serve as the point of contact to sport/recreation associations.
(3) 
Manage and maintain recreation facilities consistent with the requirements in Chapter 172.
(4) 
Assist in and manage budget preparation, fiscal management, and purchasing procedures, and implement necessary operational adjustments in response to audit findings.
(5) 
Keep proper records of the activities, recreational programs, and community events within Westampton Township.
(6) 
Submit reports to the Township Committee, at least once per month, including, but not limited to, liabilities, public patronage, the activities and functions of the Recreation Director and the Recreation Advisory Committee.
(7) 
Review and sign all memoranda and reports submitted on behalf of the Recreation Advisory Committee.
(8) 
Schedule meetings of the Recreation Advisory Committee.
(9) 
Participate in meetings and/or development of Township programs as needed or directed by the Township Administrator, subject to approval by the Committee.
(10) 
Request criminal background checks and preliminary screening of all recreation volunteers and employees as set forth in the Township Code.
(11) 
Perform such other duties as directed by the Committee, Administrator, or Recreation Advisory Committee.
D. 
Salary. The Recreation Director shall receive such salary as is set forth in the Salary Ordinance.[1]

There is hereby established the position of Assistant Recreation Director who shall be appointed by the Township Committee. The Assistant Recreation Director shall assist the Recreation Director in the performance of his or her duties and shall, in the case of absence, disability, resignation or vacancy, perform the duties of Recreation Director. The Assistant Recreation Director shall receive such salary as set forth in the Salary Ordinance.[1]

A. 
The Chairman. The Chairman shall be appointed annually by the membership of the Recreation Advisory Committee. The Chairman shall preside at all meetings of the Recreation Advisory Committee. The Chairman shall timely submit minutes of all meetings of the Recreation Advisory Committee to the governing body.
B. 
The Vice Chairman. The Chairman shall designate a Vice Chairman, subject to approval of a majority of the Recreation Advisory Committee. The Vice Chairman shall, in the absence of the Recreation Advisory Committee Chairman, carry on the duties of the Chairman until the return of or the appointment of a new Chairman.
A. 
Meetings; quorum. The Recreation Advisory Committee shall hold meetings throughout the calendar year. Whenever approval by the Committee is required, a majority of those attending the meeting shall be sufficient to take action. A quorum of one more than half the total membership shall be required in order to constitute a duly authorized meeting.
B. 
Attendance. Any Board member missing four meetings in a calendar year without valid excuse acceptable to the Township Committee may forfeit his or her appointment.

A. 
Except as otherwise provided herein, the hiring of all recreation personnel shall rest with the Westampton Township Administrator. The Recreation Director may make recommendations. The Township Administrator shall review the recommendations made by the Recreation Director in considering personnel decisions. The Township Administrator shall report all personnel decisions to the Township Committee.
B. 
No member of the Westampton Township Recreation Advisory Committee may incur any obligation or expense without the express written approval from the Westampton Township Committee.
