All land use activities within the Shoreland Zone shall conform with the provisions of this Article, if applicable. The City, however, pursuant to the contract rezoning process (reference Chapter 102, Zoning, Article X, Contract Rezoning, Division 4, Waterfront Mixed Use-1 Zoning District, Waterfront Mixed Use-2 Zoning District and Waterfront Development Shoreland District), may grant a Shoreland Permit in the Waterfront Development Shoreland District that does not comply with all provisions of this Article.
