The Road Commissioner may restrict the use of, or close, any county highway, including streets and alleys, whenever he considers such closing or restriction necessary:
(a)
For the protection of the public.
(b)
For the protection of such county highway from damage during storms.
(c)
During construction, improvement or maintenance operations thereon.
When exercising the authority conferred by this section the Road Commissioner shall cause signs to be erected or posted or both, with or without the erection of barriers, indicating that the operating, parking or standing of vehicles on such highways is prohibited. The Road Commissioner’s authority under subparagraph (a) of this section does not extend to the closure of any highway pursuant to Streets and Highways Code section 21101.4 in response to serious and continual criminal activity.
