It shall be unlawful for any person to drive any vehicle, as that term is defined in this Ordinance Code, or to ride any bicycle, as that term is defined in section 21200 of the Vehicle Code of the State of California, or drive or ride any other device moved by human power, on the pedestrian overpasses described as follows:
(a) 
The pedestrian overpass over State Highway 198 east of Lovers Lane (Road 140).
(b) 
The pedestrian overpass over State Highway 99 near Avenue 80.
This section does not prohibit a person from pushing or pulling such vehicle, bicycle or other device mentioned above on said pedestrian overpasses so long as the person is not mounted on or in the vehicle, bicycle or other device.
The restrictions set forth in section 3-09-1000 of this Chapter shall not be effective, with regard to any pedestrian overpasses referred to therein which are under the jurisdiction of the State, until the provisions of this Chapter have been approved in writing by the State Department of Public Works. Nor shall the restrictions set forth in section 3-09-1000 be effective until appropriate signs have been posted giving notice thereof to drivers and riders approaching the pedestrian overpasses.
Any person violating any of the provisions of this Chapter shall be guilty of a public offense and shall be punishable as provided in Divisions 17 (commencing with section 40000.1) and 18 (commencing with section 42000) of the Vehicle Code of the State of California.
