A.
Proposed budget requests from departments shall be submitted to the Mayor and Fiscal Officer no later than August 1st for the fiscal year commencing the following January 1st.

The Fiscal Officer then prepares the tentative budget, including his/her recommendations to submit to the Mayor and Common Council by September 1st.

The Mayor and City Council shall establish a schedule from September 1st to October 15th for budget requests from the various City departments and shall afford the department heads and other personnel the opportunity to discuss all budget requests before the preparation of the preliminary budget. The General Fund Budget shall contain revenue estimates and a proposed spending program to meet the City's personnel and other fiscal needs.

The City Council reviews the tentative budget and makes such changes, alterations, and revisions as it considers advisable, consistent with law. The tentative budget and any changes approved by the City Council becomes the preliminary budget on October 15th or the next business day thereafter.
E.
The Fiscal Officer must then use the preliminary budget file, the Real Property Tax Cap, and the preliminary Constitutional Tax Limit pursuant to New York State Law and Reporting requirements. At no such time shall the Budget be increased after the filing of the Constitutional Tax Limit.
F.
Upon receipt of such budget, the Council shall present it during at least one public hearing. Notice of such hearing shall be published in the official newspaper at least five days prior to such hearing.
G.
The Council shall, following said hearing, and on or before November 20th shall adopt the Budget. Said Budget shall constitute an appropriation of all amounts stated therein, a levy of the amount to be raised by taxation as stated therein, and a warrant to the Clerk-Chamberlain to spread and extend such levy upon the current assessment roll and to collect the same. If the Council fails to adopt a budget by this date, the preliminary budget shall go into effect and become the official adopted budget commencing the following January 1st.
H.
Following said hearing the Council may, by resolution, modify and/or decrease any item or items of said budget beyond the November 20th date.
