No person shall operate any railroad engine, car or train of cars, or permit the same to remain standing, so as to block the movement of traffic upon any street for a period of time longer than five minutes.

No person shall drive any vehicle through or under any safety gate or railroad barrier which is maintained at a railroad crossing for the purpose of warning persons of the approach of a railroad train or car, while such gate or barrier is closed or while it is being opened or closed.
