No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley within the city, or when the traffic authority shall have placed appropriate signs or markings thereon to that effect on any narrow or congested street, or any part or parts thereof within the city, and authority to place such appropriate signs and markings on such narrow or congested streets is granted to the traffic authority; provided, however, no alley may be blocked at any time.

When authorized signs or markings are in place giving notice thereof, no person shall stop, stand or park a vehicle for any purpose other than loading or unloading passengers or materials for such time as is permitted in this chapter.

The traffic authority is authorized to issue special permits to allow the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials, subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized in this section, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.

The traffic authority is hereby authorized to establish bus zones opposite curb space for the loading and unloading of buses or common carriers of passengers engaged in local transportation and to determine the location thereof.
