For the purpose of numbering buildings fronting on streets running east and west, Tehama Street shall be the base or initial line, and such buildings shall be numbered east and west from Tehama Street from number 100 as the initial number, upward in regular graduation, and all that portion of any street lying west of Tehama Street shall be known and designated for the purposes hereof by its original name with the word "West" prefixed thereto; and all that portion of any street lying east of Tehama Street shall be known and designated by its original name with the word "East" prefixed thereto. For example: all that portion of Sycamore Street lying west of Tehama Street shall be known and designated as "West Sycamore Street," and all that portion lying east of Tehama Street shall be known and designated as "East Sycamore Street."

For the purpose of numbering buildings fronting on streets running north and south, Sycamore Street shall be the base or initial line, and such buildings shall be numbered north and south from Sycamore Street, from number 100 as the initial number, upward in regular graduation, and all that portion of any street lying south of Sycamore Street shall be known and designated for the purposes hereof by its original name with the word "South" prefixed thereto; and all that portion of any street lying north thereof shall be known and designated by its original name with the word "North" prefixed thereto.

Any street which does not have a terminus at either Tehama or Sycamore Street shall be designated East, West, North or South, as other streets, according to its direction from its base line, and shall be numbered, commencing from its terminus nearest to its base line, and shall commence with a number corresponding to the number on the nearest parallel street.

No more than 100 numbers shall be allowed to any one front of any block, and such numbers shall be so arranged that all even numbers along any street running east and west shall be on the south side thereof and all odd numbers shall be on the north side thereof; and, all numbers along any street running north and south shall be so arranged that all even numbers along such street shall be on the east side thereof and all odd numbers shall be on the west side thereof.

The front of each block shall be divided by the city engineer into sections of 12.5 addresses each. Each section or fraction thereof shall be entitled to one whole number and no more; provided, upper stories of any building may be designated by adding to the number of the section the letter "A" for the entrance to the first story, the letter "B" for the entrance to the second story, and so forth, placing the same above the entrance to the story so designated.

Any person numbering or renumbering any building in the city shall first procure from the city engineer the official number of the section of the block where such number is to be placed, and no number not so procured from the city engineer, or some other person duly authorized, shall be placed for numbering buildings.
