If any section, subsection, paragraph, subparagraph, sentence, clause, or phrase of this title is for any reason held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this title, and the city council does hereby declare that it would have adopted this title and each remaining section, subsection, paragraph, subparagraph, sentence, clause, or phrase thereof irrespective of the fact that any one or more of such section, subsection, paragraph, subparagraph, sentence, clause, or phrase be declared invalid or unconstitutional.
