Upon receipt of such report from the planning commission, the city council shall set the matter for public hearing and notice according to guidelines set forth in state law. If the planning commission has recommended against the amendment, the city council shall not be required to hold a public hearing or to take any further action unless an interested party shall request such a hearing by filing a written request with the city manager no later than five days after the planning commission files its recommendation with the city council.
