A. Requests or suggestions for a recognition under this policy may be made by a member of the board of directors, district employees, district customers, or any member of the public.
B. All requests/suggestions for a recognition under this policy must be submitted to the board of directors in writing. Such a letter shall include the name and background of the individual or entity proposed for the recognition and the reason(s) for the request/suggestion.
C. First Meeting. The request/suggestion shall be forwarded to district staff for review. District staff shall then submit the request/suggestion, with a district staff report and recommendation, to the board of directors for consideration at a first meeting. At the time of the first meeting, the board may take action to direct district staff to proceed with development of a draft resolution which would then be brought back to the board at a second meeting for final consideration of whether to award a recognition under this policy.
D. Second Meeting. At the time of the second meeting, the board may take action to adopt a resolution which sets forth the following: (1) the name and background of the individual or entity which will receive the recognition; (2) findings regarding the reason for the recognition; and (3) the naming/dedication or other recognition to be made in honor of the individual/entity.
E. The first and second meetings may be continued or postponed at any time and from time to time. Said first and second meetings may take place as action items at any regular or special meeting of the board at any time and from time to time. Individuals or entities who are the subject of the proposed recognition, or have an interest in supporting or objecting to the proposed recognition, may speak on the matter at the time of consideration of the proposed recognition at the first and/or second meeting or during the public comment portion of the first and/or second meeting.
F. The criteria which the board may take into consideration when making a decision as to whether to award a recognition under this policy may include, but is not limited to, the following:
1. District property, as applicable under this policy, will not be named to honor persons or entities that have no formal connection with the district unless the recognition is in regard to an individual or entity who has made a significant contribution of financial or other resources.
2. District property, as applicable under this policy, may be named in recognition of a person or entity that has made a significant contribution of financial or other resources which covers a substantial portion of the initial cost or, in the case of an existing structure or facility, a substantial portion of the insurable value.
3. Unless the board of directors determines otherwise, a person or entity's name may be used in naming the district building, facility or other property, as applicable under this policy, only once.
4. The names of living or deceased persons who have made significant contributions to the district through longevity of service, exemplary leadership, philanthropic contributions or other significant means may be considered for recognition under this policy.
5. Naming district property, as applicable under this policy, in honor of a person who has given extraordinary distinguished service to the district will not normally be considered until after that member's substantive formal relationship with the district has concluded.
6. When a proposal involves the use of the name of a deceased person, the board of director's approval of a recognition under this policy may be made contingent on the agreement of that person's next of kin, depending on the circumstances.
7. The board of directors reserves the right to rescind the award of a recognition under this policy if it determines, in its sole discretion, that it is no longer in the best interests of the district to have the applicable district property named after said individual or entity. Said determination may be made at any time upon the adoption of a subsequent resolution pursuant to the procedure set forth in this section for a first and second meeting.
8. The district reserves the right to demolish, retrofit, add to, repair, place or maintain all district buildings, facilities and other property as the district's needs evolve and in its sole discretion. In the event of such alteration, replacement or removal of district property which has been named/dedicated pursuant to this policy, the board of directors may determine, in its sole discretion, whether to award a recognition under this policy for the replacement or other property pursuant to the procedures set forth in this policy.
