(a)
No person, except authorized law enforcement, shall ride, lead, or drive any horse or horses, or ride, drive, or operate any motor vehicle, electric personal assistive mobility device (as defined by the California Vehicle Code) including bicycles or any motorized riding equipment, upon any portion of the beach within the limits of this city.
(b)
The provisions of this chapter shall not apply to:
(1)
Any person, firm, or corporation using, riding or driving horses or motor vehicles, including bicycles, upon said beach when employed by this city to clean said beach;
(2)
Any person, firm, or corporation using, riding or driving horses or motor vehicles, including bicycles, upon said beach when issued a special event permit pursuant to this title to ride, lead, or drive horses or to ride, operate, or drive motor vehicles, including bicycles, upon said beach; or
(3)
Any person with disabilities operating an electric personal assistive mobility device (as defined by the California Vehicle Code) upon said beach.
