(a)
A special event permit is required for any business or person proposing to conduct commercial stand-up paddling activities.
(b)
All permits will contain, at minimum, the following requirements:
(1)
All instructors shall maintain basic First Aid and CPR certifications in addition to participation in a mandatory orientation with marine safety on an annual basis;
(2)
A student-to-instructor ratio of not more than 4:1 shall be maintained;
(3)
No more than 10 persons from any business (including students and instructors) shall be in the water at one time;
(4)
Each business shall utilize a system to allow for identification of permitted instructors through uniformly colored hats associated with the business;
(5)
A one-time application fee and an annual renewal fee shall be paid in the amounts established by resolution of the city council;
(6)
All businesses shall maintain liability insurance in the amount of $1,000,000 per incident, $2,000,000 in the aggregate;
(7)
All businesses shall comply with other applicable federal, state and local statutes and regulations.
(c)
The chief of marine safety may require additional permit requirements or modify permit requirements in the interest of public health, safety and general welfare.
