(a) 
The city council finds and determines that Seal Rock is a unique natural resource which is used as a habitat by the California sea lion and the brown pelican.
(b) 
The council further finds that the presence of people on Seal Rock is disturbing to these rare species of wildlife.

No person shall trespass on that exposed reef, commonly known as Seal Rock, located in the Pacific Ocean along a prolongation of the oceanward terminus of McKnight Drive on a bearing south 4°0" west at a distance of approximately 600 feet southerly of the radius point of the cul-de-sac of McKnight Drive.

The chief of marine safety shall post appropriate signs regarding Seal Rock to inform the public that trespassing is prohibited and that the wildlife should not be disturbed.

Any person convicted of violation of this chapter is guilty of a misdemeanor and shall be subject to a penalty fine of not more than $500 or by imprisonment in the County Jail for a period not exceeding six months, or by both such fine and imprisonment.
