A. 
There shall be a Local Assistance Board consisting of five members, and they shall be appointed by the Mayor in consultation with the Council of the Borough of Caldwell.
(1) 
The members of the Board shall serve without compensation but shall be allowed their necessary and actual expenses.
B. 
The Local Assistance Board shall have and perform the powers and duties prescribed by the General Public Assistance Law (N.J.S.A. 44:8-107 et seq.).
A. 
The Local Assistance Board shall consist of five members and pursuant to N.J.S.A. 44:8-115 at least one of them shall be a woman, selected as follows:
(1) 
Council member.
(a) 
One member shall be a sitting member of Council of the Borough of Caldwell.
(b) 
This member shall serve a one year term.
(c) 
The term shall begin on the first day of January, and expire one year thereafter, or upon the appointment of a successor.
(2) 
Appointed members.
(a) 
Four members shall be appointed by the Mayor, subject to the approval of the Borough Council.
(b) 
Each appointed member shall serve a four-year term.
(c) 
The term shall be staggered so that the term of one appointed member expires each year.
(d) 
Initial terms shall be assigned by resolution as necessary to establish the staggered schedule.
A. 
All members of the Board must be either residents of the Borough of Caldwell or a contiguous municipality.
B. 
At least three members of the Board must be residents of the Borough of Caldwell and at no time shall more than two members of the Local Assistance Board reside within a contiguous municipality.
(1) 
For the purposes of this section, a contiguous municipality is defined as any incorporated municipality sharing a common boundary with the Borough of Caldwell.
A. 
Any vacancy occurring on the Local Assistance Board shall be filled for the unexpired portion of the term in accordance with N.J.S.A. 44:8-116, unless otherwise provided by law.
