AIRCRAFTAny device that is used or intended to be used for flight in the air, including but not limited to airplanes, helicopters, gliders.
AIRPORTAny area of land or water which is used, or intended for use, for the landing and takeoff of aircraft, and any appurtenant areas which are used, or intended for use, for airport buildings or other airport facilities or rights-of-way, together with all airport buildings and facilities located thereon.
EMERGENCY SERVICESServices provided by law enforcement, fire suppression, emergency medical services (EMS), and other public safety agencies in response to situations that pose an immediate, actual, or imminent risk to health, life, property, or the environment.
HELICOPTERAny engine-driven, heavier-than-air aircraft that is supported in flight by the dynamic reaction of the air against one or more rotors.
HELIPORTAn area of land, water, or structure used or intended to be used for the landing and takeoff of helicopters, and which may include any or all of the areas of buildings which are appropriate to accomplish these functions, including fueling, maintenance, and hangar facilities.
HELISTOPA designated landing area on a structure or on the ground for the purpose of picking up or discharging passengers or cargo, but not including fueling, maintenance, or hangar facilities.
NON-ESSENTIAL OPERATIONAny aircraft operation not conducted for the purpose of providing emergency services. This term includes, but is not limited to, flights for recreational purposes, sightseeing tours, charter services for private transport, and any other commercial or private use not directly related to an emergency response.
OPERATORAny person who uses, causes to be used, or authorizes to be used an aircraft, with or without the right of legal control (in the capacity of owner, lessee, or otherwise).
PERSONAny individual, corporation, partnership, firm, association, trust, estate, public or private institution, group, agency, political subdivision of this State, any other state, or the United States.
