The purpose of this district is to provide for logical locations where the retail services needed by the Town population can be made available. The areas are centrally located near the locations of existing and expected population concentrations, including portions of the downtown business area.

In the B-L Local Business District, the following principal uses shall be permitted:

Local retail business or service shops, including:

Antique shops.
(3) 
Appliance repair and sales stores.

Arts and crafts shops.
(5) 
Automobile repair and accessory.
(6) 
Artisan bakeries, coffee houses, tea shops.

Bank, credit unions, financial institutions.

Bookstores.

Brewery, distillery, winery (15,000 barrels or less).

Candy stores.

Clothing stores.

Commercial amusements conducted within a building, including billiard parlors, game rooms or theatres.

Consumer graphic design and print.

In the B-L Local Business District, the following conditional uses require Board authorization:

Any other retail business or service establishment not enumerated in this section which is determined by the Board to be of the same general character as the principal permitted retail business or service uses, but not including any use which is first permitted in the B-G District or which, in the judgment of the Board, would be incompatible with or deleterious to the B-L District.

Bed-and-breakfasts, subject to the provisions of § 250-13 hereof.

In the B-L Local Business District, the following accessory uses shall be allowed:
A. 
Uses and structures customarily accessory and incidental to any permitted principal use or authorized conditional use.
A. 
All business, services or processing shall be conducted wholly within a completely enclosed building, except for sale of automotive fuel, lubricants and fluids and service stations, off-street automobile parking and loading areas, public utility uses, taxi stands and garden shops.
B. 
Processes and equipment employed and goods processed or sold shall be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, fumes, noise, vibration, refuse matter or water-carried waste.
