The park and recreation commission shall consist of six members, five of which shall be appointed one by each city councilmember. The sixth member shall be a high school or college student, attending school in the city of Yucaipa, appointed by the city council as a body, upon recommendation of the remainder of the park and recreation commission. The terms of office and the expiration of the terms shall be established by resolution of the city council.

Members of the park and recreation commission shall receive no salary; provided, however, that nothing in this chapter shall preclude reimbursement to any member of the park and recreation commission for actual and necessary expenses incurred in the performance of official duties by the commission on behalf of the city.

The park and recreation commission shall have the following powers and duties:
A. 
Recommend policies and procedures to the city council for the operation, use and management of all recreation activities, facilities, parks, parkways, open space and trails; and making recommendations to the city council on existing policies and procedures;
B. 
Assist staff in drafting and submitting an annual budget for park and recreation activities, including a long range capital improvement program;
C. 
Review joint use agreements for park and recreational facilities with the county, school district, community college district, and other persons, organizations and agencies;
D. 
Recommend policies to the city council for the acquisition, development and improvement of city parks and recreational facilities and making recommendations to the city council on existing policies;
E. 
Review and make recommendations to the city council regarding fees and charges for park and recreation services and the use of facilities;
F. 
Assist in the development of open space and public facilities elements of the city's general plan by reviewing those elements and making recommendations to the city council;
G. 
Perform such other duties and undertake studies, as requested by the city council.

The city manager, or designee, shall act as secretary to the park and recreation commission, and shall be the custodian of its records, conduct official correspondence, and coordinate the clerical and technical work of the commission in administering the provisions of this chapter.

A. 
Annually, the parks and recreation commission shall appoint one of its members as chairperson and one of its members as vice-chairperson for the year.
B. 
Should a majority of the commission vote to remove the then-serving chairperson or vice-chairperson from their position, the then-serving chairperson or vice-chairperson vacate their office commissioner, or should the member serving as chairperson or vice-chairperson resign their service as chairperson or vice-chairperson during their term, the commission shall by majority vote select another member to fill the position for the remainder of that year.

The park and recreation commission may form subcommittees of its own members, to deal with any issue within the powers and duties of the commission as defined by this chapter.

Regular meetings of the park and recreation commission shall be scheduled at least once a month.
