A non-exclusive franchise to construct, operate and maintain a cable system within all or any portion of the city is required of anyone desiring to provide cable service in the city. A franchise may be granted by the city to any person, whether operating under an existing franchise or not, who offers to furnish and provide a cable system under and pursuant to the terms and provisions of the ordinance codified in this title and an approved franchise agreement.
