The provisions of this chapter for regulating animals shall apply at all times, or at those times herein specified, anywhere within the City of Yucaipa that animals are found.

A. 
The city adopts by reference, and makes a part of this chapter by reference, Title 3, Division 2 Animals of the San Bernardino County Code.
B. 
The aforementioned sections of the San Bernardino County Code are adopted as the regulations related to animals in the city.
C. 
The only exception are those land use regulations related to animals in the city's development code, which may be enforced by the county.

A. 
The County of San Bernardino is designated as the enforcement agency for the city and is authorized to provide the qualified personnel necessary to enforce the provisions of this title.
B. 
Notwithstanding the above, any person authorized to enforce the Yucaipa Municipal Code under Chapter 1.12 may enforce the provisions of this title.

The schedule of fees created by the County of San Bernardino, adopted in this chapter, is adopted as the fees in effect in the city, and shall be applicable within the city to provide for the costs of administration and enforcement of this chapter. The city council finds and determines that the fees adopted herein are reasonably related to the actual cost of administration and enforcement of the program. San Bernardino County shall administer and collect these fees for deposit with the county treasurer to offset the costs assumed by the county in administering and enforcing this program for and within the city.

A. 
A violation of this title may be punished by any of the remedies found in Title 3, Division 2: Animals of the San Bernardino County Code.
B. 
Additionally, any violations may be punished by any of the procedures found in Chapter 1.12 of the Yucaipa Municipal Code.
