A. 
“Blinder rack”
means an opaque cover, blocking from view the lower two-thirds of the material that is harmful to minors, and the bottom edge of which is placed a minimum of at least five feet up from the floor in the place where such material is sold, distributed or displayed, whether with or without consideration.
B. 
As used in this chapter, “material that is harmful to minors” and “material” means “harmful matter,” as that term is defined in California Penal Code Section 313.

No material that is harmful to minors shall be displayed in a public place, other than a public place from which minors are excluded, unless blinder racks are placed in front of the material so that the lower two-thirds of the material is not exposed to view.
