The city adopts all of the core actions defined in the following table:
CORE ACTIONS
DESCRIPTION:
Core actions need to be adopted by all jurisdictions in the South Coast Basin, i.e., the Valley and Mountain Portions of San Bernardino County. The core program consists predominantly of design standards for new development. Application of these measures to existing development may be considered at the regional level for certain actions, such as requiring the installation of bicycle parking facilities.

Design Standards for Development
1. Require bicycle parking facilities as a percentage of auto parking spaces in new non-residential development or require secured lockers.
New non-residential and multi-family (of 10 or more units) development or remodel when discretionary review is required.
Parking racks secured lockers at a rate of 1 per 30 parking spaces with a minimum of a three-bike rack.
 
2. Provide on-site pedestrian walkways and bicycle facilities to connect each building in the development to public streets.
New non-residential and multi-family (of 10 or more units) development.
 
3. Require shower facilities for persons bicycling or walking to work.
New non-residential development meeting CMP thresholds (250 or more peak hour trips).
Minimum of one shower facility accessible to both men and women.
 
5. Require passenger loading areas in locations close to building entrances and so as not to interfere with vehicle circulation.
New non-residential and multi-family (of 10 or more units) development with at least 100 parking spaces.
Loading Area = equivalent to a minimum of 5 parking spaces.
 
6. Require designation of preferential parking spaces for vanpools near building entrances. As appropriate, vertical clearances must be no less than nine'.

8. Provide transit improvements such as buss pullouts, bus pads, and bus shelters. Need for and nature to be defined in cooperation with Omnitrans.

A. 
The city adopts the following recommended actions from Attachment B of the ordinance codified in this chapter:

Designate park-and-ride lots for area commuters.

Install or widen sidewalks, where appropriate, to safely accommodate pedestrians.

Develop bus shelter retrofit programs.

The city adopts the following discretionary actions from Attachment C of the ordinance codified in this chapter:

C. 
The city will consider the following actions from Attachment D of the ordinance codified in this chapter for adoption, and support their adoption regionally only to the extent necessary to achieve San Bernardino’s portion of the regional trip reduction target:
EMPLOYER - BASED RIDESHARE PROGRAMS
1.
Require submission of trip reduction plans for employers of less than 100 employees or multitenant work sites.
2.
Require provision of a centrally located commuter information area for employers of less than 100 employees.
3.
Require implementation of a home based telecommuting program for employers of less than 100 employees.
4.
Require implementation of alternative work week schedules for employers with less than 100 employees.
MARKET INCENTIVES:
1.
Require parking lot fees to be structured based on vehicle occupancy.
2.
Restructure vehicle registration based on emission/use of vehicle.
3.
Gasoline taxes.

A. 
The city will develop a local implementation plan which meets the federal and/or regional criteria for enforceability, identifying resources, funding and schedule for implementation of local actions that have, or will be adopted as part of the short-term subregional implementation program.
B. 
The city will develop a local monitoring program to monitor implementation of actions taken locally to reduce trips.
C. 
The city will participate with SANBAG and other local jurisdictions to develop a centralized monitoring program to provide information needed to periodically update the subregional transportation model, to track implementation of local actions which have, or will be, taken as part of both the subregional implementation program, and assist in determining the effectiveness of the actions.
