In addition to the Conditional Use Permit submittal requirements, an applicant for a boarding house, or any transitional or supportive housing project structured as a boarding house, shall submit the following information with the application materials for the Conditional Use Permit:
(a) 
The maximum number of residents who will live in the facility at any one time.
(b) 
The number of support staff who will be employed at the facility, including the maximum number of staff who may be present at any time.
(c) 
The estimated or average term of a resident’s stay.
(d) 
Rules of conduct and/or management plan.
(e) 
The operator of the proposed facility shall provide a list of the addresses of all similar facilities that they operated within the past five years and shall certify under penalty of perjury that none of the facilities has been found by State or local authorities to be operating in violation of State or local law.

(a) 
Off-street parking shall be provided in compliance with the requirements of Section 87.0615 of this Code.
(b) 
Total number of occupants that occupy the facility shall be compliant with the occupancy requirements of the facility.
(c) 
The facility shall meet all requirements for the approval of such use imposed by the City’s Building Code and Fire Code.
(d) 
There shall not be any cooking facilities permitted in the residents’ rooms.
(e) 
The sale of food or other materials is limited to guests who are currently residing on the premises where the use is located and not to the general public.
(f) 
The development of a boarding house shall comply with all requirements of the subject zone and be compatible in design with the surrounding neighborhood.

(a) 
The facility shall be operated in compliance with applicable State, Federal, and local law.
(b) 
The operator shall comply with the City’s business license provisions.
(c) 
The facility shall not provide any services that would require the facility to be licensed by the State of California.
(d) 
The use shall not involve the use of commercial vehicles for the delivery of materials to or from the premises beyond those commercial vehicles normally associated with residential uses.
(e) 
There shall be no outdoor storage of materials or equipment, nor shall any materials or equipment be visible from outside the home.
(f) 
The appearance of the structure shall not be altered, nor the occupation within the residence be conducted in a manner that would cause the premises to differ from its residential character either by use of colors, materials, construction, lighting, or signs, or the emission of sounds, noises, or vibrations.
(g) 
The use of amenities and community facilities shall be limited to that normally associated with the use of the property for residential purposes. Boarding houses shall operate in conformance with the rules of conduct and/or management plan that was submitted as part of the application for a Conditional Use Permit. Violations of those conditions and/or the conditions of approval may result in a revocation of the Conditional Use Permit by the Planning Commission.
