It shall be unlawful, without first having received a permit from the city engineer, to explode, or cause to be exploded, any gunpowder, dynamite, giant powder, gun cotton, or other explosive for the purpose of blasting out rock, gravel, earth, or other substance within the corporate limits of the city of Brookings.
