The offices of the City shall generally be kept open for the transaction of business during regular business hours on weekdays with specific opening and closing hours as determined by the City Manager. The City Manager shall have the discretion to set the regular hours and to adjust said hours due to lunch closures, business needs, weather, emergencies, and other appropriate reasons as determined by the City Manager; and provided further, that said offices shall remain closed during such holidays as may be prescribed by state law and/or as adopted by the City Council.
