On all streets within the city, except where parking is prohibited, vehicle parking shall be parallel with the curb and on the right side of the street to the direction of the traffic, and shall be not more than twelve inches from the curb line.

Parking is prohibited in the following areas:
(a) 
Sidewalks and parking strips;
(b) 
Driveways where parking obstructs entrance thereto;
(c) 
Restricted zones properly established and marked by the city;
(d) 
Within twenty feet of a street intersection;
(e) 
In roadway beyond the distance permitted from the curb line;
(f) 
Within fifteen feet of a fire hydrant;
(g) 
Fire vehicle exit and driveway.

The public works director and the street committee of the council shall procure and install proper signs such as may be necessary for the carrying out of this chapter.

There is established a loading and unloading zone on the west side of Quince Street commencing eighty-four feet north of the northwest corner of Quince Street and Jonathan Avenue (proposed) and continuing northerly a distance of fifty-five feet. An appropriate sign shall be placed at said location.

There is established a loading and unloading zone for the use of Child Protective Services on the north side of Second Avenue between Main Street and Ash Street, being the first parking space west of the alley, and an appropriate sign shall be placed at said location.

There is established a loading and unloading zone for trucks only, Monday through Saturday from seven a.m. to ten a.m. on the east side of Main Street, beginning at the northerly curb cut for the private land between Central Avenue and First Avenue and extending north therefrom a distance of forty feet. Appropriate signs shall be placed at said location.

There is a loading and unloading zone on the east side of Juniper Street beginning ninety feet south of the inter-section of the southeast corner of Juniper Street and Bart-lett Avenue and extending south a distance of fifty-five feet. An appropriate sign shall be placed at said location.

No person, firm or corporation shall allow his vehicles to be parked in the alleys of the city except as hereinafter provided and no person operating or in control of the vehicles shall park the same in violation of the provisions hereinafter set forth.
Vehicles may be parked in the alleys of the city only for the purpose of loading and unloading and all vehicles parked in the alleys in accordance with the provisions of this section shall keep as close to the building that they are servicing as is possible so that the alley will not be blocked any more than is necessary.

(a) 
There is reserved for vehicles of physically handicapped persons displaying special license plate, cards and/or decals, as provided in RCW 46.16.380, one handicapped reserved parking space on the west side of Ash Street being the first parking space north of the intersection with First Avenue.
(b) 
An appropriate sign shall be placed at the above location and no person shall park any vehicle in the above-designated handicapped reserved parking space for a longer period of time than two hours continuously.

No vehicles shall be parked in the two parking spaces immediately in front of the Omak Cinema on the east side of Main Street during show times or anytime on Saturdays or Sundays.

Hereafter no vehicles shall be parked on the south side of Cherry Avenue between Main Street and Ash Street, and appropriate signs shall be placed at reasonable intervals on Cherry Avenue giving notice of such prohibition.

No vehicles shall be parked on the north side of State Route 215 (Riverside Drive) between Cherry Street and a point two hundred fifty feet northeast of Locust Street, nor shall vehicles be parked on the south side of said street between Cherry Street and Maple Street at any time, and appropriate signs shall be placed at reasonable intervals on Riverside Drive giving notice of such prohibition.

No vehicles shall be parked on the west side of Jackson Street commencing at the curb cut/driveway entrance to St. Joseph’s Church parking lot and continuing northerly a distance of thirty-eight feet to the intersection of said Jackson Street with Omak Avenue (State Route 155) and appropriate signs shall be placed at said location.

No vehicles shall be parked on either side of that section of Bartlett Avenue and Granite Street between the alley west of Douglas Street on the north and the north end of Canyon Court Drive on the south and appropriate signs shall be placed at reasonable intervals on Granite Street and Bartlett Avenue giving notice of such prohibition.

Between the hours of seven-thirty a.m. and three-thirty p.m., no vehicles shall be parked on the north side of Omak Avenue commencing twenty-four feet from the westerly most point of the intersection of Omak Avenue and Hanford Street and running westerly ninety-nine feet. An appropriate sign shall be placed at reasonable intervals giving notice of such prohibition.

(a) 
The row of parking spaces located immediately north of the Omak Fire Hall commencing at the northwest corner of the Fire Hall and continuing easterly along the north wall of the fire station to the alley shall be reserved for Omak firefighter parking. A sign shall be placed along the north wall of the Fire Hall stating “Fire Department Parking Only.”
(b) 
There is hereby established a reserved parking area for Omak firefighters during emergency calls. Said parking area to be along the east side of Ash Street commencing five feet north of the north entrance to the City Hall parking lot and continuing northerly a distance fifteen feet. This reserved parking area shall be signed with a sign stating “Firefighter Emergency Parking Only.”
(c) 
Firefighters responding to emergency calls shall be authorized to park in front of the fire chief’s office, including on the sidewalk and other areas necessary for parking during emergency calls as long as the sidewalk is not totally blocked for pedestrian traffic.

No vehicles shall be parked on the east side of Main Street commencing at the southeast corner of Main Street and Central Avenue and running southerly therefrom a distance of one hundred fourteen feet, and appropriate signs shall be placed at said location giving notice of such prohibition.

No vehicles shall be parked on either side of Okoma Drive from a point three hundred feet south of the intersection of the center lines of Cedar Street and Okoma Drive south to the south line of Emery Street, and appropriate signs shall be placed at reasonable intervals on Okoma Drive giving notice of such prohibition.

No vehicles shall be parked on either side of that section of Koala Drive from its intersection with Quince Street North a distance of two thousand eight hundred eighty feet, and that section of Koala Drive shall be striped with a center turn lane.

There is established a ten-minute parking zone for the first parking space on the north side of First Avenue west from the intersection with Ash Street, and an appropriate sign shall be placed at said location.

(a) 
There is established a two-hour parking zone on the following portions of the following streets:
(1) 
Both sides of Main Street from Bartlett Street south to Second Avenue;
(2) 
On the west side of Ash Street from Central Avenue south to a point two hundred fifty-three feet south of First Avenue;
(3) 
On the east side of Ash Street from Bartlett Avenue to a point lying one hundred feet south of First Avenue;
(4) 
Both sides of Apple Street from Juniper Street west to Ash Street;
(5) 
From the Central Street bridge on the south side of Central Avenue to Ash Street, and on the north side of Central Avenue between Main Street and Ash Street;
(6) 
Both sides of First Avenue from Main Street west to Ash Street;
(7) 
On the north side of First Avenue between Birch Street and the alley between Birch Street and Cedar Street.
(b) 
Said two-hour parking restrictions shall be in effect only between the hours of eight a.m. and five p.m.
(c) 
Other more restrictive parking regulations and restrictions, including but not necessarily limited to loading zones, ten-minute parking zones, etc., that apply to the above set forth portions of said streets shall supersede the two-hour parking restrictions imposed hereby.

There is reserved for city officers’ and city vehicles’ use only the parking spaces east of the intersection of Ash Street and Central Avenue on the north side of Central Avenue to the alley, and appropriate signs shall be placed at such location.

If any vehicle is found parked in violation of this chapter the police department is authorized to forthwith with-out giving any notice to the owners or possessors thereof to have said vehicle impounded and hauled from said location to a location designated by the police department and the owner or person having had said vehicle in his possession shall before taking possession of said vehicle pay all charges for a wrecker for removing said vehicle and hauling said vehicle and charges of storage on said vehicle. Said wrecker, hauling, and storage charges shall be deemed a lien upon said vehicle impounded and said vehicle may be sold at public auction by the city after giving the notice as required herein and from the sale thereof the city shall retain the amount of charges incurred by them for storage, wrecker service, or hauling of said vehicle. After a vehicle has been impounded by the police department, said department shall within a reasonable time give written notice to the owner or reputed owner thereof or possessor or reputed possessor thereof, as can be determined by the police department and said notice shall be mailed in the U.S. postal department. If the owners or reputed owners or possessors or reputed possessors thereof do not within ten days from the date of said notice pay to the police department the charges for hauling, wrecker service, and storage of said vehicle and take possession of said vehicle, then and in that event the police department shall give notice, to be published one time in the official newspaper of the city, stating that said vehicle will be sold at public sale within ten days from date of publication of said notice, and said notice shall state the time and place of sale. The city shall retain from the sale price of said vehicle sufficient monies to pay for the notice of publication and the other charges as indicated above in this section. If said vehicle is redeemed prior to the date of sale, but subsequent to the date of publication, then the individual redeeming said vehicle shall also pay to the city the cost of publication. A copy of said notice of sale shall be served upon the owner or reputed owner or possessor or reputed possessor of said vehicle if they reside within the city limits and be known to the police department. Said notice of sale shall be served at least three days prior to the date of sale if the owner or reputed owner or possessor or reputed possessor is known to the police department at that time or prior thereto. If the owner or possessor or reputed possessor of said vehicle lives outside the city limits, then a copy of said notice of sale shall be sent to said person via U.S. postal service with postage prepaid. In the event said vehicle is sold at public auction as indicated herein, then the charges as indicated above that are due the city shall be retained by the city and any amount in excess thereof shall be sent to the owner or reputed owner of said vehicle by U.S. postal service with postage prepaid at their last known address and if said owner or reputed owner is unknown to the police department, then said funds shall be held by the city and shall be dealt with after they have been held by the city clerk for a period of ten days in accordance with the state laws relative to lost property.

City streets as used herein are defined to include all streets and alleys within the city of Omak and in defining streets such definition shall include both the traveled portion of the streets and the portions of the property dedicated for sidewalks or parking strips.

It shall be unlawful for any automobile, trailer, truck or other vehicle to be parked or left standing on any street within the city of Omak, after public notice has been given by the city by way of radio that the city intends to remove snow therefrom, which vehicle obstructs or interferes with the city’s equipment in removing snow from the streets. The police department of the city of Omak shall notify the registered owner, operator or other person having control of the vehicle to move the same within twenty-four hours. In addition to other rights of the city and penalties provided elsewhere in Chapter 12.24, the police department is authorized and empowered to remove and impound any such vehicle which is found to be in violation of this section either by governmental or private equipment. Any such vehicle shall be placed in storage, either public or private, as may be convenient to the police department. All charges for removing, impounding and storing such vehicle shall be paid by the registered owner, operator or the person having control of the vehicle before the person may take possession thereof and all such charges shall be a lien against the vehicle.

There is established a police-only parking space on the east side of Ash Street commencing at the northeast corner of Ash Street and Second Avenue and continuing north a distance of seventy-five feet, and an appropriate sign shall be placed at said location.

Failure to perform any act required, or the performance of any act prohibited, by this chapter is designated as a civil infraction and shall not be classified as a criminal offense. Any person, firm or corporation found to have committed such a civil infraction shall be subject to the penalties set forth in Chapter 1.16.
