Whenever, on the first day of January of any year, two installments of any local improvement assessment shall be delinquent or the final installment thereof shall have been delinquent for more than one year, the city treasurer shall, on or before the first day of May in such year, proceed with the foreclosure of all such delinquent assessments or installments thereof, as the case may be, by proceeding in court therefor in an action brought in the name of the city of Omak in the superior court of Okanogan County, Washington, in accordance with the provisions of Chapter 275 of the 1927 session laws of Washington.
