There is created a fund to be known as the arterial street fund, pursuant to Chapter 7, laws of the 1961 extraordinary session of the state of Washington.

The arterial street fund shall be credited with all applicable state gas tax allocated to the city of Omak, funds contributed by the city and other funds that may from time to time be authorized to be placed therein.

The arterial street fund shall be used exclusively for the construction, improvement and repair of the arterial streets in the city, and all expenditures from the fund shall be made in accordance with the provisions of the laws of the state of Washington.

There is hereby created a "garbage fund" for the city of Omak. Into this fund shall be deposited all receipts for garbage collection and disposal services provided by the city and from said fund shall be paid all expenditures required for salaries, and wages, materials, equipment, and any other items required to be provided for the efficient operation of the garbage department of the city.

There is hereby created and established in the treasury of the city a special fund to be known as "cumulative reserve fund for materials, alterations, repairs, replacements, and additions to the water and sewer systems of the city of Omak and a cumulative fund for municipal purposes"; said funds to be placed in said reserve fund shall be from the water and sewer funds of the city and shall be used upon the water and sewer systems of the city. Said fund is created pursuant to the provisions of Chapter 38, 1953 Laws of Washington to provide funds for the purposes of purchasing any materials and supplies and labor necessary for the operation, replacement, maintenance, improvement, and extension of the water and sewer systems of the city; there shall be transferred to and held in said fund the moneys budgeted annually for such cumulative reserve fund hereby created, as well as any other funds otherwise made available for said fund; the moneys in said fund may be allowed to accumulate from year to year and may be expended at such times as the city council may by ordinance determine, provided that the moneys in said fund shall not be expended for any purposes other than specified in this section except as provided by law.

There is hereby created an equipment rental fund to be used as a revolving fund to be expended for salaries, wages, and operations required for the repair, replacement, purchase, operation and insurance of equipment, and for the purchase of equipment, materials, and supplies to be used in the administration and operation of the fund as provided by RCW Section 35.21.088 and all amendments thereto and all laws pertinent thereto.

All equipment purchased hereafter by the city for the use of more than one department and/or the public works department of the city, shall be paid for from funds of the equipment rental fund.

There shall be paid monthly into the fund out of the money available to the department or departments using any equipment, material and/or supplies, which have not been purchased by that department for its own use and out of its own funds, reasonable rental charges which shall be reviewed annually and set by resolution of the city council.

There is created and established a special fund to be known and designated as the "equipment rental fund" to be used as a revolving fund to be expended for salaries, wages, and operations required for the repair, replacement, purchase, operation and insurance of equipment, and for the purchase of equipment, materials, and supplies to be used in the administration and operation of the fund in accordance with the provisions of RCW 35.21.088 as the same now is or hereafter may be amended.

The purpose of the equipment rental fund shall be to establish a central agency for the control, operation, and maintenance of municipal equipment and the rental of such equipment to the various departments of the city and other governmental agencies at rates sufficient to meet costs of operation and to provide funds for the acquisition and replacement of equipment.

The equipment rental fund shall be administered by the clerk/treasurer subject to the general administrative authority of the mayor.

The equipment rental fund shall derive its moneys in any of the following ways:
(a)
From proceeds received from the rental of any of the equipment owned by the fund to other departments, offices or funds of the city or other governmental agencies. This shall include transfers from other funds or direct payment of amounts received for the use of such equipment on reimbursable projects done by the city;
(b)
From proceeds received from the sale of fuel, fabrication services, and garage services for equipment not owned by the fund to other departments, offices or funds of the city or other governmental agencies. This shall include transfers from other funds or direct payment of amounts received for such services;
(c)
From the proceeds received from the sale of any of the equipment owned by the fund;
(d)
By appropriation or budgetary transfer made by ordinance from other fund or funds of the city.

The administrator of the fund shall establish a schedule of reasonable rental rates and other charges to be paid by the users of the fund’s equipment, materials and supplies, which shall take into consideration the costs and expenses of the following: operating supplies, maintenance expense, insurance, depreciation and other direct cost items; operational costs of the fund (overhead); a contingency for the acquisition of additional equipment and replacement of old equipment, including shop and administrative equipment; and such other items as may be reasonable or necessary in the proper operation of the fund. There shall be paid monthly into the fund out of the money available to the department or departments using any equipment, material and/or supplies, which have not been purchased by that department for its own use and out of its own funds, reasonable rental charges which shall be reviewed annually and set by resolution of the city council. The schedule shall be reviewed and updated as necessary to reflect changes in operating, maintenance and depreciation costs.

There shall be kept by the clerk/treasurer such books, accounts and records as are necessary to control and report the financial operations of the equipment rental fund. The accounts shall be set up and maintained in such a manner as to separately show the rental and other sources of revenues from the various departments and funds of the city. The equipment rental fund cash account shall be subdivided into two separately designated accounts as follows:
(a)
Account "A," which shall be the "current operating account" into which shall be placed those portions of the charges made to the various departments or offices of the city or other governmental agencies, in accordance with the provisions of Section 3.16.094 of this chapter, which are specifically billed to provide sufficient moneys to pay the costs necessary to operate and maintain all equipment rented thereto. There shall also be placed into Account "A" moneys which may, from time to time, be specifically available thereto by action of the city council.
(b)
Account "B," which shall be the "equipment reserve account" into which shall be placed those portions of the charges made to the various departments or offices of the city or other governmental agencies, in accordance with the provisions of Section 3.16.094 of this chapter, which are specifically billed to provide sufficient moneys, having first taken into consideration the necessary operating and maintenance costs billed under subsection (a) of this section to pay the costs of purchasing additional equipment and replacing used equipment as required to carry out the purpose of the equipment rental fund. There shall also be placed in the Account "B" moneys which are derived from the direct sale of any equipment or other capital assets of the fund and any moneys made specifically available thereto by action of the city council.

The public works director shall keep an accurate record of the hours equipment covered by the fund is used by various departments of the city and shall, at the end of each month, provide the clerk/treasurer with a time sheet for each piece of equipment.

Revenues received in the equipment rental fund shall be expended only for salaries, wages and operations required for the repair, replacement, purchase and operation of equipment and for the purchase of equipment, materials and supplies to be used in the administration and operation of the fund.

There shall be transferred to the equipment rental fund those items of equipment from the various funds, departments and offices of the city as designated by council resolution without charge or credit given. The city council may, by council resolution, authorize the transfer of additional equipment from the various funds, departments and offices of the city without charge or credit given. All equipment purchased by the city with revenues from the equipment rental fund shall be transferred to the equipment rental fund.

Should the equipment rental fund established in this chapter be dissolved for any reason, a final disposition of the assets on hand shall be made among the various departments, offices and funds of the city participating in and utilizing the fund, in direct proportion to the amount of such participation and use, taking into consideration the transfer of equipment specially designated for the use of a certain department, office or fund.

The superintendent of parks, streets and water shall keep an accurate record of the hours equipment covered by the fund is used by various departments of the city and shall at the end of each month provide the city clerk with a time sheet for each piece of equipment. The city clerk will thereupon prepare vouchers for the various departments using the equipment providing for payment of the rental charges for the equipment to the equipment rental fund and, upon approval of such payments by the city council, shall draw the proper warrants therefor.

Money in addition to the rental charges specified above may be placed in the equipment rental fund from time to time upon direction of the city council. Moneys in the fund shall be retained from year to year so long as the city council desires to do so. Any moneys in the fund not needed therein may from time to time be transferred by action of the city council to the current expense fund of the city.

There is created and established in the city treasury a special fund to be known as the cumulative reserve fund for replacement of fire truck and fire department equipment, and the funds to be placed in the reserve fund shall be from the current expense fund of the city and shall be used for replacement of fire department equipment. The fund is created pursuant to the provisions of Chapter 38, 1953 Laws of Washington. There shall be transferred to and held in the fund the moneys budgeted annually for such cumulative reserve fund created, as well as any other funds otherwise made available for the fund; that the moneys in the fund may be allowed to accumulate from year to year and may be expended at such times as the city council may determine, provided that the moneys in the fund shall not be expended for any purposes other than specified in this section except as provided by law.

(a)
Created. There is created and established a new fund to be designated as the "city library fund."
(b)
Administration of Fund. The fund established by this chapter shall be administered according to sound accounting principles consistent with all applicable laws, rules and regulations.
(c)
Sources of Revenue. The city library fund shall include deposits from the following sources:

Use. The city library fund shall be used for the improvement, enhancement and benefit of the city library and for the purpose of fulfilling the terms of any agreements of the city with any library district or other entity, the purpose of which is to provide library services to the city and the surrounding community; provided, however, that in the event any funds now in existence or hereafter received by the city are subject to restrictive conditions or specific purposes, then said funds shall be used for such specific purposes and shall be subject to such restrictive conditions.

Said fund is created pursuant to the provisions of RCW 35.21.070 to provide funds for the purpose of purchasing any materials and supplies and labor necessary for the operation, replacement, maintenance, improvement, and extension of the water system of the city of Omak; there shall be transferred to and held in said fund the moneys budgeted annually for such cumulative reserve fund hereby created, as well as any other funds otherwise made available for said fund; that the moneys in said fund may be allowed to accumulate from year to year and may be expended at such times as the city council may by ordinance determine, provided that the moneys in said fund shall not be expended for any purposes other than specified in this section except as provided by law.

There is hereby created and established in the treasury of the city of Omak a special fund to be known as the "sewer cumulative reserve fund" for materials, alterations, repairs, replacements and additions to the sewer system of the city of Omak and a cumulative fund for municipal purposes; said funds to be placed in said reserve fund shall be from the sewer funds of the city of Omak and shall be used upon the sewer system of the city of Omak. Said fund is created pursuant to the provisions of RCW 35.21.070 to provide funds for the purpose of purchasing any materials and supplies and labor necessary for the operation, replacement, maintenance, improvement, and extension of the sewer system of the city of Omak; there shall be transferred to and held in said fund the moneys budgeted annually for such cumulative reserve fund hereby created, as well as any other funds otherwise made available for said fund; that the moneys in said fund may be allowed to accumulate from year to year and may be expended at such times as the city council may by ordinance determine, provided that the moneys in said fund shall not be expended for any purposes other than specified in this section except as provided by law.
