Pursuant to authority conferred by RCW Chapter 36.63, laws of the state of Washington, there is hereby created a city planning commission.
Said commission shall consist of seven members, who shall be appointed by the mayor and confirmed by the city council. The term of office of the seven commissioners appointed by the mayor shall be six years, but of the first seven appointed the term of one shall end on the second day of January, 1961, and the terms of the six others shall expire in rotation on the second day of January of each succeeding year. The terms of the first seven members appointed shall be fixed and designated by the mayor at the time of the appointment. Vacancies shall be filled as provided by Chapter RCW 35.63, laws of the state of Washington, and any acts pertaining thereto hereinafter enacted.

Regular meetings of the planning commission of the city of Omak shall be held on the first Tuesday of each month at the hour of five-thirty p.m. in the city council chambers, City Hall, city of Omak, Okanogan County, Washington.

The city planning commission shall have all of the powers and perform each and all of the duties specified by Chapter 44 of the 1935 session laws of the state of Washington, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state of Washington, the performance of such duties and the exercise of such authority to be subject to each and all the limitations expressed in such legislative enactment or enactments.

The city council may refer to the commission, for its recommendation and report, any ordinance, resolution, or other proposal relating to any of the matters and subjects referred to in Chapter 44 of the 1935 session laws, and the commission shall promptly report to the council thereon, making such recommendations and giving such counsel as it may deem proper in the premises.

All plats or plans of subdivision of land within the city or proposed additions, as well as dedications of streets and alleys, offered to the council for acceptance shall first be submitted to the commission for its recommendation and report, which report shall be made to the council within thirty days after submission, or at such earlier date as the council shall direct.

The commission may designate one of its members to act as secretary without salary, or if requested by the commission, the mayor shall designate a member of the paid staff of the city to serve as such secretary, any person do designated by the mayor to serve without additional compensation.

A majority of the commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission shall be deemed and taken as the action of the commission.

The city planning commission, at or before its first regular meeting in February of each year, shall make a full report in writing to the city council of its transactions and expenditures, if any, for the preceding year, with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper.
