(A) 
Parking of mobile homes, trailers and recreational vehicles on any lot or street or other public place, in the City of San Juan Bautista, other than in a licensed mobile home park, is prohibited, excepting however, that this shall not prevent the owner of such a vehicle from parking the same at his residence when the same is not in use, and further excepting that this Chapter shall not be construed to apply to any mobile home or trailer park now in the City of San Juan Bautista;
(B) 
The Chief of Police or the City Council may issue a temporary permit for a period not to exceed seven (7) days to any individual, organization, or group for the temporary parking of recreational vehicles, in any zoning district. If such permit concerns City-owned property, such permit may provide for a deposit by such organization or group in an amount to insure adequate cleaning and repair of the premises at the termination of such permit, and shall assign the responsibility for such cleaning and repair specifically to the permittee;
(C) 
In any district, the wheels or any similar transporting devices of any mobile home, trailer or camp car, shall not be removed, except for repairs, nor shall such mobile home, trailer or camp car be otherwise permanently fixed to the ground by any person, firm or corporation in a manner that would prevent ready removal of mobile home, trailer or camp car; and
(D) 
Sanitary regulations prescribed by the State, City and/or County, together with all amendments thereto subsequently adopted and as may otherwise be required by law, shall be complied with.
(A) 
Minimum Mobile Home Park Site. No mobile home park shall contain less than five (5) acres of usable land, including all private streets and accessways but not including any part of any public street.
(B) 
Residential Density. No mobile home park shall be developed to a residential density in excess of twelve (12) families per developed acre.
(C) 
Recreational Areas. One (1) or more areas developed for adult recreation and one (1) or more developed play areas shall be located on the mobile home park site. The areas set aside and developed for such purposes shall be at a rate not less than two hundred (200) square feet total per development unit for both such uses.
(D) 
Landscaping. A landscaping plan showing the proposed locations and types of landscaping, including screening, shall be approved by the Planning Commission prior to issuance of the use permit. All areas not used for access, parking circulation, buildings and services shall be completely and permanently landscaped and the entire site maintained in good condition.
(E) 
Roadways and Drainage. Park roadways shall be paved and equipped with gutters and other drainage facilities as required by the City Engineer. Such roadways shall be not less than twenty feet (20′) wide. Park roadways and pedestrian walkways, where provided, shall be lighted from dark to dawn. The lighting layout shall be approved by the Public Works Director.
(F) 
Parking. As provided in SJBMC 11-3-310.
(G) 
Setbacks. Each mobile home shall be set back from each adjoining park roadway in accordance with the following table:

No mobile home shall be located less than five feet (5′) from any lot line of a mobile home park. No building in such park shall be located less than ten feet (10′) from any lot line nor less than five feet (5′) from any park roadway.
(H) 
Utilities. All utility service lines on a mobile home park shall be installed underground. It shall be the responsibility of the owner of such mobile home park to comply with this Section by making arrangements satisfactory to the serving utilities.
(I) 
Fire Protection. Parks shall be provided with standard fire hydrants having one (1) two and one-half-inch (2-1/2″) NST outlet and one (1) four and one-half-inch (4-1/2″) NST outlet, and adequate sized water mains not less than six-inch (6″) internal diameter. Hydrants shall be spaced not more than five hundred fifty feet (550′) apart and shall be located at the edges of park roadways unobstructed and easily accessible to fire apparatus.
Every street or park roadway shall have at least one (1) fire hydrant installed thereon. Plans for water main and fire hydrant installation shall be submitted to the fire chief for approval.
(A) 
Service Buildings. Sanitary facilities: one (1) flush toilet, one (1) wash basin, and one (1) shower or bathtub shall be provided for each dependent mobile home in the park. Wash basins, showers and bathtubs shall be equipped with hot and cold running water, shall be kept free of obnoxious odors, flies, mosquitoes, and other germ carrying insects and shall be maintained in a sanitary condition at all times. Sanitary facilities for independent mobile homes shall be provided as required by the laws of the State of California.
(B) 
Laundry. There shall be constructed in every mobile home park, one (1) or more permanent buildings for laundry use with adequate equipment to properly serve the full design capacity of the park.
(C) 
Construction. All service buildings shall be of permanent construction and must meet the requirements of this Section, and the Uniform Building Code.
(A) 
As specified by the State Division of Housing regulations, concerning cabanas, a mobile home site may have installed one (1) portable, demountable or permanent cabana enclosing a patio adjacent to one (1) side of a mobile home. Such a structure shall not exceed the area occupied by the mobile home. Attachment of a cabana to a mobile home shall be limited to fitting a metal or other approved roof edge into a grooved mobile home awning rail. Approved materials for cabana construction shall be specified by the Planning Commission.
(B) 
A permanent cabana shall require a building permit from the Building Department before construction is started.
(C) 
Cabanas shall not be equipped with gas or electric appliances used for cooking.
(D) 
Electric lighting in a cabana shall conform to the Uniform Building Code requirements.
(E) 
Cabanas of canvas material shall be flameproofed with chemicals approved by the Office of the State Fire Marshal, for that purpose.
(F) 
Cabanas shall be governed by the same requirements regarding setbacks that govern mobile homes.
(G) 
All particulars concerning construction of permanent cabanas shall conform to requirements of the Building Code and applicable State and City Codes.
(A) 
Standard awnings for mobile homes of canvas, metal or plastic roofing and equipped with standard metal framing are not restricted as to size. Awnings not supported by standard metal framing are not permitted.
(B) 
Standard awnings may be enclosed on all except one (1) side.
(C) 
There shall be no plumbing, cooking or heating appliances used within an awning enclosure.
(D) 
No awning shall be erected to cover a mobile home.
(E) 
An awning may be attached to a mobile home only by means of the standard awning rail installed on the mobile home. Upright supports of an awning enclosure may not be attached to a mobile home.
(F) 
Awnings of canvas material shall be flameproofed with chemicals approved by the office of the State Fire Marshal for that purpose.
(G) 
Awnings shall be governed by the same regulations regarding setbacks that govern mobile homes.
Windbreaks may be erected only with consent of a park owner. Any windbreak over six feet (6′) in height shall be approved by the Building Department, and shall be of permanent construction.
(A) 
Structures to shelter the area beneath a mobile home may be installed by the owner of the mobile home on three (3) sides of such mobile home at the discretion of the park operator.
(B) 
Floor shelters must be constructed of fireproof material.
(C) 
Floor shelters must be entirely within the outside dimensions of the mobile home.
(D) 
Floor shelters must not be attached to the mobile home in any way. They must be quickly demountable but of a type of construction that will not impede rapid removal of the mobile home in an emergency without demounting.
Nothing in this Chapter contained shall be intended to usurp or conflict with State rules and regulations concerning the matters herein covered and in the event, and to the extent there be any conflict State laws and regulations will prevail. The purpose and intent of this Chapter is to regulate and control those areas which are not presently covered or controlled by State laws.
