The Parks and Recreation Committee shall:
Administer and operate playgrounds, facilities for indoor and outdoor sports and athletic and recreational programs and activities for children and adults.
Administer and operate facilities, functions and activities relating to public recreation.
Use public school property by agreement with the Board of Education, to the extent that such property may be adaptable and available for recreational programs and purposes of the Committee.
Plan and develop additional public recreational areas and facilities.

The Recreation Committee shall consist of nine members and four alternate members appointed by the Township Committee. The initial appointments for the four alternate members shall be for a term of nine months. Thereafter, all appointments shall be for a term of three years. Members shall serve for three-year terms and the terms of all current members shall cease 30 days after the adoption of this section during which time the Township Committee will make new appointments so that three members will be appointed for a three-year term, three members will be appointed for a two-year term and three members will be appointed for a one-year term. Thereafter all appointments shall be for a term of three years. The members shall serve until the respective successors are appointed and qualified. The Committee shall provide for its own organization and shall consult with and advise the head of the Committee and the Township Committee with respect to recreation policies, programs and activities within the Township and shall conduct recreation programs and activities in the Township. In addition to the regular members, the Township Committee may appoint two alternate members.

The Parks and Recreation Committee shall be responsible for the landscaping of grounds adjacent to the Township Hall. It is also responsible for the cutting of grass, weeds or other vegetation on property owned by the Township if so ordered by the Committee head.
The Committee may charge and collect for the use of the Committee a reasonable admission fee for each person entering or using facilities, exhibitions, concerts, games or contests provided under this article when authorized by the Committee head, and such proceeds shall be used to further the program of the Committee.
The Committee may provide for parking near activities conducted by the Committee and may use and employ public property for such purposes. The Committee may charge and collect for the use of the Committee a reasonable fee for each vehicle using the parking facilities, and the proceeds from the parking facilities shall be used to further the programs of the Committee generally.
Rental of tents and accessories. The Recreation Committee of the Township of Deerfield, referred to as "loaner," and Deerfield Township residents, referred to as "borrower," interested in renting tents from the Township of Deerfield shall enter into an agreement regarding the temporary use of tents and accessories.

Tents shall be rented on a first-come-first-served basis to Township residents only who are 18 years of age or older, and tents so rented shall only be used within the boundaries of Deerfield Township.
The loaner shall lease only two tents at a time and shall require each borrower to pay a twenty-five-dollar nonrefundable deposit per tent at the time of reserving the rental of each tent.
At the time of pickup, the borrower:
Shall sign a liability waiver releasing the Township and the Recreation Committee from any liability for injury to person or damage to property which may occur as a result of the rental or use of the loaner's tent.
Shall pay a fifty-dollar security deposit for each tent being rented.
Shall pay a rental fee of $75 per tent, less credit for the twenty-five-dollar nonrefundable deposit paid at the time of reservation.
The Recreation Committee shall have the discretion to exempt nonprofit organizations from payment of the seventy-five-dollar rental fee, provided such organization is located within Deerfield Township or has Deerfield Township residents included within its membership.
The borrower shall return the tent(s) and its accessories within 48 hours after the initial pickup of the tent(s).
The borrower shall be fully responsible for the care of said tents while in their possession, and if any damage shall occur to any tent in the possession of the borrower, the borrower shall be responsible for the full cost of repair and replacement of same. The fifty-dollar deposit shall be applied toward the cost of repair. In the event that the repair cost is less than $50, the balance shall be refunded to the borrower when repairs have been completed. If the cost of repair exceeds $50, the borrower shall be liable to pay the difference after the repair has been completed.
The Committee may adopt reasonable rules, regulations and bylaws for the conduct of all persons while on or using such public property devoted to park or recreational uses. Any person who shall violate any such rules, regulations or bylaws shall be adjudged to be a disorderly person.
