(a) 
Intent. The purpose of the College Village Overlay District is to implement General Plan policies intended to promote a vibrant, pedestrian-friendly mixed-use area that serves the housing and commercial needs of the college. This district encourages horizontal and vertical integration of compatible uses, connectivity between the uses with appropriate pedestrian linkages, public open space, improved mobility options, and high-quality design.
(b) 
Locational requirements. The College Village Overlay District applies to approximately 50 acres of undeveloped and/or underutilized land generally located on the north side of Yucaipa Boulevard between 14th and 16th Streets in close proximity to the Crafton Hills College campus.
(c) 
Designation. The College Village Overlay District shall be designated on the City of Yucaipa General Plan Land Use Modification Overlay Districts Map.

Property designated within the College Village Overlay District shall be developed in accordance with the requirements of the applicable College Village Overlay District Guidelines for the property, as adopted by and set forth in Exhibit A of Ordinance No. 350. As identified in the General Plan, the College Village Overlay District allows significant flexibility in the land use mix, intensity and density of development. It is an overlay district where special standards are established in order to promote the development of integrated land uses exhibiting an excellence of design greater than otherwise could be achieved using conventional development standards.
