(1)
The Concrete town council hereby creates the airport commission.
(2)
The airport commission membership shall consist of five members, who shall be selected as follows:
(a)
A committee composed of the mayor and two council members will review applications or letters of interest for appointment to the airport commission. The committee will then submit the top two (or more, depending on number of applicants and vacant positions, as determined by the committee) names of the proposed appointee(s) to the full council for final action.
(b)
The airport commission shall be composed of the following:
(i)
At least three members shall be registered voters of the town of Concrete or Skagit County.
(ii)
Up to two members may be residents of Whatcom or Island County.
(iii)
One member shall be a current town council member, as appointed by the mayor and affirmed by the remaining council and whose appointment shall run in conjunction with their council term.
(iv)
A maximum of two out of the five members may be current leaseholders of the Concrete Municipal Airport, Mears Field.
(c)
No member shall be an immediate family member of the governing body of the Concrete town council, and no current or former employee of the municipal airport may serve on the airport commission.
(d)
A majority of the members must have expertise in the aviation industry, business administration or operations, finance, accounting, marketing, economic development, commercial real estate development, engineering, planning and construction, law, utilities, or other related experience from industries that have a logical nexus with airport administration, operations, and development.
(e)
Members must agree to adhere to the ethical standards of conduct of the town of Concrete.
(3)
The airport commissioners shall receive compensation as follows:
(a)
There shall be no compensation provided to airport commissioners unless preapproved by the town council for time spent on commission business, which shall not exceed more than $25.00 per day plus travel expenses or, in lieu of travel expenses when travel requires overnight lodging, for a per diem payment of not more than the United States current General Services Administration’s per diem rates.
(4)
The airport commissioner terms shall be as follows:
(a)
Appointments shall be made for four-year terms expiring December 31st of the given term in expiration year except for the council member appointed who shall serve in conjunction with their council term.
(b)
Terms shall be set so term expirations are offset. For original appointments, positions 1 and 3 shall expire December 31, 2027, and positions 2 and 4 shall expire on December 31, 2028. Thereafter terms shall be set at four-year terms.
(c)
When vacant positions are filled, the new member shall fill the unexpired term of that vacancy. The commission shall actively seek applicants for vacancies and expired terms.
(d)
Appointments and reappointments are subject to confirmation by the town council. When a current commissioner member wishes to be reappointed, they shall notify the clerk treasurer.
