The board or commission may provide for regular and special meetings as needed to carry out the proper discharge of its duties. All meetings shall be open to the public. The board or commission shall elect from its members a chair, who shall preside at all meetings of the board or commission, and a vice chair. The chair and vice chair shall serve terms of one year. Vacancies in the position of chair or vice chair occurring other than through expiration of terms shall be filled for the remainder of the term by the board or commission. All requirements of the Open Public Meetings Act shall be followed by the board or commission. The administrative staff of the city shall be advisory to the board or commission and shall support the operations of each board and commission by, but not limited to, preparing and distributing meeting notices, agendas, taking notes during meetings, and uploading completed meeting minutes. The board or commission shall tape-record or keep minutes of all meetings held and all business transacted. All records of the board or commission shall be open for public inspection, except those that may be exempt from public disclosure under state law. Minutes and recordings of the board or commission shall be copied to the city council.
