When, after final inspection, it is found that
the plumbing work has been completed in accordance with the applicable
building laws, ordinances and regulations and in accordance with the
application, plans and specifications filed in connection with the
issuance of a plumbing permit, the Plumbing Inspector shall issue
a certificate of completion of plumbing upon the form provided by
him. If it is found that the plumbing work has not been properly completed,
the Plumbing Inspector shall refuse to issue such certificate and
shall order the completion of the plumbing work in conformity with
the permit.
In all developments with more than two dwellings,
the plumber, installer or builder shall submit to the Plumbing Inspector
two copies of as-built diagrams of private or public house water and
sewer service lines and the connections. The as-built diagram shall
contain the following information:
A. The type of piping material, its size and the pounds
per square inch.
B. The location of the shutoff valves (curb boxes).
C. A complete cross-section schematic diagram designed
to scale with the depth of the piping.
When, after final inspection, it is found that
the heating work has been completed in accordance with the applicable
building laws, ordinances and regulations and in accordance with the
applications, plans and specifications filed in connection with the
issuance of a heating permit, and the proper insulation installed,
the Plumbing Inspector shall issue a certificate of completion of
heating upon the form provided by him. If it is found that the work
or insulation has not been properly completed, the Plumbing Inspector
shall refuse to issue such certificate and shall order the completion
of the heating work or insulation, as the case may be, in conformity
with this article.
Whenever the Plumbing Inspector has reasonable
grounds to believe that work on any building or structure is being
done in violation of the provisions of the applicable building laws,
ordinances or regulations, or not in conformity with the provisions
of an application, plans or specifications on the basis of which a
plumbing or heating permit was issued, or in an unsafe and dangerous
manner, he shall notify the owner of the property, or the owner's
agent, or the person performing the work, to suspend all work, and
any such persons shall forthwith stop such work and suspend all plumbing
and heating activities, whichever the case may be, until the stop-work
order has been rescinded. Such order and notice shall be in writing,
shall state the conditions under which the work may be resumed and
may be served upon a person to whom it is directed either by delivering
it personally to him or by posting the same upon a conspicuous portion
of the building or structure in which the work is being performed
and sending a copy of the same by registered mail.

The Plumbing Inspector is hereby authorized
within the Town of Carmel to ascertain compliance with and to enforce
the provisions of the Putnam County Plumbing License Law and the rules
and regulations of the Putnam County Plumbing Board.

The Plumbing Inspector is hereby authorized
to issue and serve an appearance ticket with respect to a violation
of this article.
