Interior piping shall be of sufficient size
to give adequate service at any fixture with a pressure of 25 pounds
at the curbline.
Each service 1 1/4 inches and under supplying
a one- or two-story building shall have an approved stop-and-waste
valve installed within one foot of the entrance of service to the
basement. Such stop-and-waste valve shall be easily accessible and
so installed that the water can be shut off and drained from the meter
end house piping, and must be no smaller than the service pipe. Buildings
of over two stories and supplied by a service 1 1/4 inches and
under shall have, in addition to the stop-and-waste valve, a gate
valve installed on the outlet side of the meter. Other services shall
have gate valves and meter settings installed in accordance with the
Department of Public Works' standards, with the main valve in the
basement within three feet of the outside building wall.
When it is desirable to split the use and billing
of water, a manifold, adjacent to the place where the service enters
the basement, shall be provided. Each branch of said manifold shall
be equipped with a stop-and-waste valve, meter setting and gate valve
on outlet side of the meter.
All valves must be accessible and each underground
valve shall have a standard valve box or sidewalk box similar to and
interchangeable with the boxes used by the Department of Public Works.
Where a check valve is installed on the piping
between the main and a hot water tank, a pressure relief valve shall
be installed on the hot water tank.
If ordered by the Department of Public Works,
services supplying pumps shall have suction tanks or other protective
devices installed on the line. Likewise, the Department of Public
Works may order air chambers or other protective devices to be installed
to reduce water hammer caused by quick-closing devices installed by
the consumer.
All services with steamer connections shall
have a check valve installed in such a manner as to prevent backflow
into the City mains.
Standpipes or pipes for automatic suppression
of fires in buildings, which fixtures are only intended to be used
in case of fires, will be permitted, but all such pipes must be provided
with a valve outside the building, under the exclusive control of
the Department of Public Works. Also, in case of standpipes, a valve
must be placed at the bottom of the standpipe and at each hose opening,
which valve shall be sealed by the Department of Public Works. In
case such seals shall be broken for the extinguishment of fires, the
party breaking the seal shall immediately thereafter file notice at
the office of the Department of Public Works in order that the valve
may be resealed. In case of violation of this rule, the owner shall
be liable for a penalty of $25 for each offense. In case such seal
shall be broken for any other purpose or use, or any tap introduced
into or connection made with said standpipe, the owner shall be subject
to a fine of $500 and the supply permanently shut off.
All interior piping shall be subject to the
inspection of the Department of Public Works and the Plumbing Inspector,
and the right is reserved to turn off an old service or to refuse
to turn on a new service if they believe that any of the foregoing
rules are being violated.
