A. 
Within the City of Hudson, all water mains in dedicated streets shall be laid by and at the expense of the Department of Public Works. The work will be done either by contract or by direct labor and the purchase of the necessary supplies. Other mains in the City which will be connected to the water system shall be installed under the supervision and inspection of the Department of Public Works.
B. 
Outside the City of Hudson, after approval by proper authorities and execution of necessary agreements, cast-iron water main extensions for connection to the water system will be allowed.
C. 
Cost of the construction outside the corporate limits of the City of Hudson shall be home in its entirety by the consumers of the political subdivision.
D. 
If the work is in a public street or highway outside the City, the consumer shall contact the State, County or Town Highway Department office and obtain a permit from that office for the improvement. If in incorporated villages, permits shall be obtained from the proper authority.
E. 
The water main extensions are to be made in accordance with plans and specifications approved by the Department of Public Works. Extension outside the City shall be under the supervision and inspection of the Department of Public Works.
F. 
The Department of Public Works will inspect and accept all water mains before connecting to the system.
Repairs to all water mains in public streets within the City will be made by and at the expense of the Department of Public Works. Repairs to water mains in all private streets, courts and private property for which the Department of Public Works is responsible for maintenance will also be made by and at the expense of the Department. Other repairs to private mains and mains outside the City system will be repaired by and at the expense of the owner or political subdivision involved.
No person other than an employee of the Department of Public Works or person authorized by the Superintendent shall operate any valve in the water system or make taps or other connections on any main of the Hudson water system, whether within or outside the City of Hudson.
Connecting of water mains laid outside the City of Hudson system will be made by and at the expense of the applicant. Water will be supplied to these mains in accordance with action of the Common Council and the rules and regulations of the Department of Public Works.
A. 
The Department of Public Works shall be responsible for the installation of all public fire hydrants within the City of Hudson. The location of all fire hydrants shall conform to the code established by the National Board of Fire Underwriters. The fire hydrant specifications shall conform to the standard of the American Water Works Association. Hydrant branches from mains six inches or larger in diameter shall be at least four inches in diameter. Each branch shall have a full-size gate valve with a valve box to permit repair of hydrant without shutting off the main.
B. 
All public fire hydrants within the City of Hudson shall be maintained and repaired by the Department of Public Works. Fire hydrants outside the City of Hudson shall be maintained and repaired by and at the expense of the parties or political subdivision involved. Private fire hydrants shall be installed and maintained by and at the expense of the owner.
C. 
Anyone damaging a public fire hydrant within the City of Hudson shall be charged the rates as set by the Department of Public Works for labor and the direct material cost of repairing.
D. 
Relocation of fire hydrants requested by consumers will be made by the Department of Public Works at the expense of the consumer, provided a mutually satisfactory location can be determined and the justification for moving is sufficient.
E. 
All fire hydrants within the City of Hudson shall be under the supervision of the Department of Public Works. Hydrants outside the City of Hudson shall be under the supervision of the political subdivision in which they are located. No person, except on-duty firemen and employees of the Department, shall operate a fire hydrant maintained by the City without having first secured permission from the Department of Public Works.
F. 
No person shall operate a public fire hydrant with, or use thereon, any wrench or tool other than a regulation fire department spinner wrench.
G. 
No person shall draw water from a fire hydrant for purposes other than fire fighting without the use of a tapped nozzle cap fitted with a central valve, commonly termed a "contractor's connection." The use of the main hydrant valve to control the flow of water from the hydrant will not be allowed.
H. 
Whenever a temporary meter is set on a contractor's connection, the user of water through the meter shall be held responsible to properly protect the meter, meter connection and fire hydrant from all damages.
No gas, telephone, electrical or other conduit shall be laid in the same trench with a water main or within a distance of three feet of any main now installed without permission of the Superintendent. Any person or corporation violating this rule shall be subject to a penalty of $200 for each offense upon conviction thereof before the City Judge of the City of Hudson.
Water pipes shall be installed below the frost line or be otherwise protected to prevent freezing, and shall not have less than 48 inches of cover over the top of the pipe in public streets or alleys except where it is necessary to avoid underground obstructions, cross streams or other conditions where such depth is not feasible.

Insofar as practicable, the Department of Public Works shall design its distribution system so as to avoid dead ends in its mains. Where dead ends are necessary, the Department shall provide a means of flushing the mains where the normal consumption does not provide adequate circulation of the water. Mains with dead ends shall be flushed as often as necessary to maintain the proper quality of the water, and all dead-end mains shall be flushed at least once a year.
Valves shall be provided in distribution mains at reasonable intervals so that repairs may be effected by the Department of Public Works with interruptions to the service of a minimum number of customers. When feasible, valves shall be provided in the mains at intervals not to exceed one continuous block or 500 feet, whichever is greater, except where a deadend run is not intended to serve any intervening customers.
Wherever feasible, the distribution system shall be laid out in a properly segmented grid so that in case of breaks or repairs, the interruption of service to the customers can be kept to a minimum number.
All water mains within the City of Hudson public water supply system shall be cast-iron or ductile-iron pipes as approved by specifications published by the American Water Works Association. The size of mains shall be determined by the Department of Public Works so as to provide a reasonable and adequate supply of water to the customers.
