A.
Any vehicles found unattended at any place where stopping, standing or parking is prohibited shall be caused to be removed by the Police Department to a suitable place, and the cost of such removal shall be paid by the owner or operator of such vehicle.

B.
Vehicles parked or abandoned on Village streets, parking areas or land owned or leased by the Village during snowstorms, floods, fires or other public emergencies shall be caused to be removed by the Police Department to a suitable place, and the cost of such removal shall be paid by the owner or operator of any such vehicle. Before such removal, the Mayor, Deputy Mayor, a Trustee or the Chief of Police shall find that a public emergency exists and shall take such action, if any, as is reasonable under the circumstances to notify the public and owners or operators of the vehicles of the emergency, such as, without limiting, requiring or defining the method of notification, by giving notification to a radio station which broadcasts in or near the Village of Southampton or by giving notice by telephone to the residence or place of business of the owner or operator. If the owner or operator of such a vehicle fails to pay for such cost, then such person shall be liable to the Village of Southampton for the amount thereof, together with the costs and expenses of effecting collection, including legal fees incurred by said Village.
