A. 
Words and phrases, when used in this part, shall have the meanings ascribed to them in the Vehicle Code of the Commonwealth of Pennsylvania, as now in force or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.[1]

B. 
As used in this part, the following terms shall have the meanings indicated:
CURBLINE and CURB
The side boundaries of a highway, including but not limited to a raised boundary of a highway side line.
HIGHWAY
Every way or place of whatever nature open to the use of the public as a matter of right for the purpose of vehicular travel. The term "highway" shall not be deemed to include a roadway or driveway upon grounds owned by private persons, corporations, associations or institutions.
INTERSECTION
The area embraced within the prolongation or connection of the lateral curblines; or, if none, then the lateral boundary lines of the roadways of two highways which join one another at, or approximately at, right angles; or the area within which vehicles traveling upon different highways joining at any other angle may come in conflict.[2]
LEGAL HOLIDAY
Includes New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas, or days celebrated as such.
MOTOR VEHICLE
Every vehicle as herein defined which is self-propelled, except tractors, power shovels, road rollers, agricultural machinery and vehicles which move upon or are guided by a track or travel through the air.
PARKING
The standing of a vehicle, except police or fire department vehicles or ambulances, whether occupied or not, upon a highway other than temporarily for the purpose and while actually engaged in loading or unloading or in obedience to traffic regulations or traffic signs or signals.
TRAFFIC SIGNAL
A device using words or colored lights, or a combination thereof, either manually or electrically controlled, by which traffic is alternately directed to stop and go.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or parts of ordinances or as amendments to ordinances or, where specifically allowed, by resolutions, enacted or adopted by the Borough Council of the Borough of Franklin Park.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
(2) 
In case of emergency or to facilitate public works, or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
Such temporary and emergency regulations shall be enforced by the Police Department in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulation or shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation shall, upon conviction thereof, be liable to the penalty set forth in the Vehicle Code,[1] or elsewhere in this part for such a violation.

This part shall be enforced by the police officers of the Borough of Franklin Park, who are hereby given authority to direct traffic on the highways and intersections of the Borough in accordance with the provisions of this part and the laws of the Commonwealth of Pennsylvania.
