All improvements shall conform to Town Standard
Specifications.
Utility and street improvements shall be provided
in each new subdivision in accordance with the following:
A. Water supply and fire hydrants.
(1) Public or central water supply available. If public
or approved central water supply is utilized, the system shall be
designed with adequate main sizes and fire hydrant water supply to
meet the Association of Fire Underwriters specifications for a protected
area and shall conform to the Town Standard Specifications.
(2) No public water. Only minor subdivisions (e.g., dividing
one existing lot into two lots) on existing streets shall be approved
where public water is not available.
B. Sanitary sewer facilities.
(1) Public sewer available. All proposed sewers shall
conform to Town Standard Specifications. No stormwater shall be allowed
to enter sanity sewers.
(2) On-lot sewage disposal systems are generally unsatisfactory
even when carefully designed and constructed and maintained. Poor
design, inadequate construction, or poor maintenance can result in
conditions dangerous to health and generally obnoxious to the senses.
Where public sewers are not available, developers may propose project
sewer systems, and the Planning Board may require such systems. Where
such systems are proposed, the Planning Board shall require a means
to maintain the system through a homeowners' association, and the
developer shall be required to post a maintenance bond which shall
remain in effect until a sufficient percentage of the subdivision
is developed and sold to sustain the system.
(3) Project systems. Project systems shall be designed
by a licensed engineer, shall provide a six-inch minimum size connection
to each lot, and shall have an adequate sewage disposal plant with
suitable arrangement for the operation thereof. Plans shall be approved
by the Niagara County Health Department and, where required, by the
New York Department of Environmental Conservation.
(4) Sewage disposal on the lot. Where sewage disposal
is to be on the lot, installation shall conform, at a minimum, to
Niagara County Health Department requirements. Where water supply
and sewage disposal are both to be on the lot, the general location
of each shall be shown on the plat and approved by the Niagara County
Health Department. Absence of sewers shall be sufficient basis for
disapproval of a proposed subdivision involving extension of any public
improvement.
C. Storm drainage. Storm drainage shall be designed in
accordance with the Town of Lockport Standard Specifications. The
Planning Board may require studies of downstream capacities and may
require drainage plans which do not overload or inhibit Town drainage
systems.
D. Streetlighting.

(1) Streetlights
and related equipment will conform to the Town of Lockport standard
specifications and will include, at minimum, the supply and installation
of photocells, conduit, wiring, poles, luminaires, utility connection
and ancillary equipment required for installation of LED streetlights
located within the Town of Lockport right-of-way.
(2) Streetlights
shall be required at all curves in the road greater than 45°,
all tee intersections, and at all other locations as required by the
Town Engineer and Highway Superintendent.
(3) Placement
of the streetlights will require Town Engineer and Highway Superintendent
review and approval prior to construction.
Streets, gutters and other improvements shall
conform to the Town of Lockport Standard Specifications.
