It is the purpose of this article to provide
for the safety, health protection and general welfare of persons and
property in the Town of Lockport by regulating traffic within the
confines of the Village Manufactured Home Community located at 6035
South Transit Road in the Town of Lockport and designated as Tax Map
Number 138.00-1-29.1 as of the time of the adoption of this article,
as authorized by § 1660-a of the Vehicle and Traffic Law
of the State of New York. The provisions of this article shall apply
to the parking areas and private streets, roadways or driveways located
therein.
The words and phrases used in this article shall
have, for the purposes of this article, the meanings respectively
ascribed to them by the Vehicle and Traffic Law of the State of New
York.
Twenty-five miles per hour is hereby established
as the maximum speed at which vehicles may proceed within the confines
of the Village Manufactured Home Community.
No motor vehicles shall be operated or driven
within the confines of the Village Manufactured Home Community without
first being registered as required in the New York State Vehicle and
Traffic Law § 401, and insured as required by § 312
of said law.
It shall be unlawful for any person to park
any vehicle on any private street within the confines of the Village
Manufactured Home Community between the hours of 1:00 a.m. and 7:00
a.m. from November 1 through April 1 of the following year.
The Superintendent of Highways of the Town of
Lockport shall install or cause to be installed and maintain traffic
control devices when and as required under the provisions of this
article and rules and regulations adopted pursuant to this article.
Stop intersections are intersections where at
least one street in the intersection has a stop sign and they are
designated as follows:

The Town of Lockport Town Board may, by resolution,
without public hearing, modify the regulations set forth in this article
or provide for such additional traffic control devices and regulations
by resolution without public hearing as it determines from time to
time.
A violation of any provision of this article
shall be subject to a penalty as provided by § 1800 of the
Vehicle and Traffic Law of the State of New York.
