The point system shall be the method used for determining the benefit to properties located within the sewer districts of the Town of New Windsor.

The following schedule sets forth the number of points to be allocated to each property within a sewer district under normal circumstances:

Industries shall be assessed for debt service on the following basis:
(a)
Transportation system (sewers, pump stations and force mains): the parameter for determination of the depth charge is the design discharge from an industry as a percentage of the design flow in the sewer. The industry's allocation will be based on the cost of the portion of the sewer downstream from the industrial discharge.
(b)
Treatment system: the debt service charge for an industrial user of the sewage treatment system shall be computed by utilizing the same formula as is used for computing the annual user charge, except that the base charges will be developed from the yearly debt bond payments for construction of sewage treatment facilities instead of annual operation and maintenance costs

The Town Board, upon petition, may review individual conditions and set a rate which, in the judgment of the Town Board, reflects benefits received.
