The use of any recreation center in this Village of Quogue is confined and restricted to the bona fide residents of said Village. No nonresident of the Village of Quogue shall enter upon or make any use of any recreation center within the Village of Quogue.

As used in this article, the following terms shall have the meanings indicated:
Includes any person actually having a place of residence in said Village.
Any violation of this article shall be punishable by a fine not exceeding $25 for a first offense and not exceeding $100 for a second or subsequent offense or violation.
