No person, other than a public officer or governmental employee actually engaged in discharging duties in connection with his office or his governmental duties, shall intrude upon any lot or piece of land within the Incorporated Village of Quogue, excepting public property specifically designated for use by the public, without authority from the owner thereof, or erect or occupy thereon any tent, hut or other structure whatsoever without such authority, and no person shall place, erect or occupy within the bounds of any street, road or avenue in the Incorporated Village of Quogue any tent, hut or other structure without lawful authority.
