A. 
Whenever a space is marked off or otherwise identified on any street for parking of an individual vehicle, every vehicle parked thereon shall be parked wholly within the lines bounding that space, and it shall be a violation of this chapter for any person to park a vehicle or otherwise allow it to be parked otherwise.
B. 
Any person who violates or permits the violation of any provision of this chapter shall, upon being found liable thereof in a criminal enforcement proceeding, pay a fine of not more than $1,000, plus court costs and reasonable attorneys' fees, and may be incarcerated for a period not exceeding 90 days for each and every day of violation. Such fine, costs, attorneys' fees and incarceration, after being reduced to a final, unappealed judgment, shall be enforced by the Township pursuant to the applicable Rules of Criminal Procedure. Each twenty-four-hour period during which failure to comply with this chapter continues shall constitute a separate violation. These remedies shall be in addition to any lawful remedies available to the Township.
A. 
Except when necessary to avoid conflict with other traffic, or to protect the safety of any person or vehicle, or in compliance with applicable law or directions of a police officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
(b) 
On any sidewalks;
(c) 
Within any intersection;
(d) 
On or within any crosswalk;
(e) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone;
(f) 
Alongside or opposite any street excavation or obstruction which would obstruct traffic, in any manner;
(g) 
Upon any bridge or other elevated structure;
(h) 
Upon any railroad tracks;
(i) 
On public or private property which is expressly reserved for handicapped persons or disabled veterans;
(j) 
Leaving the key in an unattended vehicle; or
(k) 
At any place where official traffic signs prohibit stopping, standing and/or parking.
(2) 
Stand or park a vehicle:
(a) 
In front of a public or private driveway;
(b) 
Within 15 feet of a fire hydrant;
(c) 
Within 20 feet of a crosswalk at any intersection;
(d) 
Within 30 feet of any flashing signal, stop sign, yield sign, or other traffic control signal;
(e) 
Within 20 feet of the driveway entrance to any fire station, or, when properly posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance;
(f) 
On a limited-access highway, unless authorized by official traffic control devices; or
(g) 
At any place where official signs prohibit standing or parking.
(3) 
Park a vehicle:
(a) 
Within 50 feet of the nearest rail of a railroad crossing; or
(b) 
At any place where official signs prohibit parking.
B. 
No person shall park or otherwise leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property, except in the case of an emergency or disablement of the vehicle, in which case the operator or driver shall arrange for the removal of the vehicle as soon as possible, after proper notification to the property owner or other person in control or possession of the property.
C. 
Every vehicle standing or parked on a highway or street shall be positioned as follows:
(1) 
On a two-way highway the vehicle shall be positioned parallel to either the curb or the edge of the highway, and in all cases in the direction of authorized traffic movement. The vehicle shall be parked such that the right-hand wheels are within 12 inches of the right-hand curb, or in the absence of a curb as close as practicable to the right-hand shoulder.
(2) 
On a one-way highway, the vehicle shall be positioned parallel to the curb or edge of the highway in the direction of authorized traffic movement. The vehicle shall be parked so that its wheels are within 12 inches of the curb, or in the absence of a curb, as close as practicable to the shoulder of the road.
(3) 
No commercial vehicles, including, but not limited to trucks having a hauling capacity in excess of one ton, tandem, tractors and tractor trailers and/or cargo-moving vehicles shall be parked upon any highway within New Garden Township except as follows:
(a) 
Any such commercial vehicle may legally park for the purpose of delivering goods or rendering services during the normal course of business, provided that such vehicle does not substantially impede the flow of vehicular traffic.
(b) 
Vehicles being used for the purpose of road construction shall be permitted to park, stand, or stop on any highway or street within the Township when construction is in progress.
D. 
Enforcement and penalties. Any person convicted of a violation of any of the provisions of this section shall be sentenced to pay those fines and costs established by the applicable provisions of the Pennsylvania Motor Vehicle Code, or any subsequent act of the General Assembly amending said Vehicle Code. Disposition of said fine(s) shall be made in accordance with the provisions of the Motor Vehicle Code or other applicable law.

A. 
Declaration of snow and ice emergency. In order to facilitate the movement of traffic and to combat snow and ice on snow emergency routes named in this chapter, the Board of Supervisors, Chief of Police or Roadmaster, in their sole discretion, may declare a snow and ice emergency (hereinafter called "snow emergency"). Information on the existence of a snow emergency may be given by the Township through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.
B. 
Parking prohibited, driving motor vehicles restricted on snow emergency routes during a snow emergency. After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the snow emergency for any person:
(1) 
To park, stand or stop, or to allow a motor vehicle to remain parked, stand or stopped anywhere on any snow emergency route designated herein; or
(2) 
To drive or operate any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow tires or chains.
C. 
Snow emergency routes designated. The following streets are hereby designated as snow emergency routes: (Reserved)
