A. 
The purpose of this chapter is to provide basic and uniform plumbing rules and regulations in terms of performance objectives implemented by specific requirements, establishing reasonable safeguards for sanitation in and adjacent to buildings and to protect the public health against the hazards of inadequate or insanitary plumbing installations.
B. 
It is not the intent of the Town Board in passing this chapter to prohibit the one-family-home owner from undertaking minor repairs and maintenance of his or her residence. As to major alteration, repair or installation of plumbing, such may be done by the one-family-home owner, provided that he or she obtains a special A license as herein provided.
The Plumbing Inspector, who may also be the Building Inspector, shall be appointed by the Town Board and shall have had practical plumbing experience sufficient to qualify him for the work of carrying on plumbing inspection. The Plumbing Inspector, if not the Building Inspector, shall be under the supervision of the Building Inspector and make all the reports and recommendations to the Building Inspector of the Town of Bedford. It shall be the duty of the Plumbing Inspector to examine the plans and specifications submitted for approval and to see that they conform to all the requirements of this chapter; to examine all plumbing work, both new work and alterations; to examine the connection to the septic tank of private sewage disposal systems or to the public sewer, if the same is available and accessible; and to carry out all orders given by the Building Inspector and the Town Board. All work done under the provisions of this chapter and the materials used in such work shall be subject to the approval of the Plumbing Inspector, and he shall have the power and authority to direct the course and order of such work and require that such work be performed in such a manner and by the use of such materials as conform with this chapter and the applicable provisions of any other ordinance, rule, regulation or law covering the business of plumbing or sanitary sewer laying in the Town of Bedford.

No person shall conduct the business of a master or employing plumber in the Town of Bedford without first having obtained a license to do so in accordance with the provisions of Local Law No. 13-1995, as adopted by the Westchester County Legislature, effective January 1, 1996.
Plumbing work requiring permits shall include, but not be limited to, the following:
A. 
All of the sanitary, storm and combination drainage waste and vent systems from the initial connection at the trunk line to the terminal points at the roof, including all fixtures, drains, appurtenances and other accessories attached to the same, excluding conventional roof gutters, leaders and downspouts installed predominantly in one- and two-family pitched-roof constructions.
B. 
Water service pipelines, including domestic, fire, sprinkler and any combination thereof, from the tap with the main source to the building wall, including all fire hydrants, control valves, check valves and other connections made to the same.
C. 
All fire standpipe, fire sprinkler, combination fire and sprinkler and domestic water piping systems contained within all dwellings and buildings, including all control devices, apparatus, appurtenances and connections made to and governing the same.
D. 
All fuel gas piping systems, including natural, propane, butane and any other gas used for heating and cooking purposes, from the point of connection with the local supplier's piping system and/or storage tank to all termination points contained in the customer's piping system.
E. 
All lawn sprinkler and irrigation piping systems.

Editor's Note: Former §§ 89-5 through 89-11, which pertained to licenses, the Board of Plumbing Examiners, examinations and certification, bonds, indemnity and insurance, were repealed 12-5-1995.
Any person committing an offense against any provisions of this chapter shall be guilty of a violation punishable by imprisonment for a term not exceeding fifteen (15) days or by a fine not exceeding two hundred fifty dollars ($250.), or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
