D.
General.
(1)
There
shall be no parking from 11:00 p.m. to 7:00 a.m. on any county or
Town highway in the Town of Bedford from November 15 to April 1.
(2)
All
restricted one-, two- and four-hour parking, and all parking within
parking areas constructed and maintained by the Town of Bedford, shall
be within the lines as designated on the ground by the Police Department.
(3)
Spaces
for taxi and/or bus service shall be designated as necessary by the
Chief of Police and shall be reserved for taxi use and/or bus service
only from 7:00 a.m. to 10:00 p.m.
(4)
One
space for parking of a police vehicle shall be designated as necessary
by the Chief of Police adjacent to any Town of Bedford police call
box situate within the Town of Bedford.
(5)
In
all parking areas above defined as restricted to a one-hour time limit,
it shall constitute a separate and distinct offense for each and every
one hour or portion thereof for which a vehicle remains so parked
in excess of the one hour's permitted time.
(6)
In
the parking areas above defined as restricted to a two-hour time limitation,
it shall constitute a separate and distinct offense for each and every
two hours or portion thereof which a vehicle remains so parked in
excess of the two hours' permitted time.
(7)
In
the parking areas above defined as restricted to a four-hour time
limit, it shall constitute a separate and distinct offense for each
and every four hours or portion thereof which a vehicle remains so
parked in excess of the four hours' permitted time.
(8)
In
the parking areas above defined as restricted to a fifteen-minute
time limitation, it shall constitute a separate and distinct offense
for each and every 15 minutes or portion thereof which a vehicle remains
so parked in excess of the 15 minutes' permitted time.

Electric vehicle charging stations.

(a)
Only electric vehicles (i.e., vehicles capable of receiving an electric charge) shall be permitted to park at an electric vehicle charging station in the Town of Bedford. A nonelectric vehicle that parks at an electric vehicle charging station, in addition to being considered to be an other miscellaneous parking violation as set forth in § 117-18C of this chapter, may be towed at the Town's discretion.
(b)
It shall not be permitted to park an electric vehicle at an electric vehicle charging station anywhere in the Town of Bedford unless the electric vehicle is connected to the electric vehicle charging station and pays the required hourly charge as set forth in the current Town of Bedford Fee Schedule. In addition, electric vehicles shall not be permitted to park for more than two hours at an electric vehicle charging station even if connected to the electric vehicle charging station. Notwithstanding the foregoing, an electric vehicle may park at an electric vehicle charging station in a commuter (train station) lot for greater than two hours while attached to the electric vehicle charging station, so long as the required hourly fee is paid and a daily parking permit is purchased. Annual parking permits for commuter (train station) lots are not valid at electric vehicle charging stations. A violation of this provision shall be considered to be an other miscellaneous parking violation as set forth in § 117-18C of this chapter.
(10)
It shall not be permitted to park a commercial vehicle or industrial vehicle (as defined in Chapter 125, Article I, § 125-3) on any public street or Town right-of-way in a district zoned residential, or in any Town owned, operated and maintained public parking lots, except for a vehicle parked temporarily for the purpose of delivering or picking up goods, wares or merchandise, or rendering services to premises or businesses in the immediate vicinity thereof, or without first obtaining a parking permit to park in a Town owned, operated and maintained public parking lot. Notwithstanding the foregoing, vehicles over 20 feet in length shall not be permitted to park in any Town owned, operated and maintained public parking lot or obtain a parking permit.

(11)
It shall not be permitted to park a waste receptacle, or other similar structure or equipment, within a public road or Town right-of-way without first obtaining a road obstruction permit pursuant to Town Code § 104-16.1. In addition to any and all other laws applicable thereto, including but not limited to the enforcement procedures or remedies included in Chapter 104 for a violation based on failing to obtain a street obstruction permit, the owner or operator of any waste receptacle, or other similar structure or equipment, who violates this section shall also be subject to the penalties set forth in § 117-17 below.

Seasonal parking.

(a)
Vehicles shall be allowed to remain standing on any street or
public highway within the corporate limits of the Town of Bedford,
except when otherwise prohibited by this chapter or any other chapter
of the Town of Bedford Code, and except when snow accumulates to two
or more inches.
(b)
Upon an accumulation of two or more inches of snow, no vehicle
of any kind shall be allowed to remain standing on any street or public
highway until the snow has ended and the road has been cleared of
snow. Vehicles must be relocated to off-street locations and may be
parked on the Town right-of-way area directly in front of the vehicle
owner's residence, except that vehicles may not be parked on any part
of a street, sidewalk, or curb. All vehicles in violation of this
subsection are subject to towing. Vehicles parked in any restricted
municipal parking lot must be moved within 12 hours after snow has
ended.
(c)
Special hardship permits. In cases where there is no off-street
location or right-of-way area which can be used, the Parking Bureau,
a division of the Town Finance Department, shall, upon written application
on appropriate forms and by verification of the applicant's special
hardship, issue an annual permit granting permission to park motor
vehicles on the street or public highway except for certain streets
designated by the Town Commissioner of Public Works, upon recommendation
of the Town Commissioner of Public Works, provided that such parking
conforms to all other laws and regulations. No permit parking shall
be permitted on those streets designated by the Town Commissioner
of Public Works. Hardship permit holders shall move their vehicles
no later than 12 hours after snow stops.
