The Town Board of the Town of Riverhead does hereby create the Conservation Advisory Council of the Town of Riverhead.

Such Council shall consist of seven members to be appointed by the Town Board of the Town of Riverhead.
The presiding officer or Chairman of the Conservation Advisory Council shall be designated by the Town Board of the Town of Riverhead from among those persons appointed to the Council.
The Conservation Advisory Council of the Town of Riverhead, as its function, shall advise the Town Board of the Town of Riverhead in the promotion, development, management and protection of its natural resources, and such Council shall engage in those functions authorized by the provisions of the General Municipal Law § 239-x.
None of the expenses incurred by such Council shall be a charge upon the taxable property of the Town of Riverhead unless there has been a specific appropriation made therefor.
