No owner or person having the care of any swine,
sheep, goats, horses, mules, asses or neat cattle shall suffer the
same to go or be at large or to graze or pasture in any street or
way or on any public land or to remain upon any sidewalk. No person
shall permit any ox, horse, mule or team under his charge or control
to remain unattended or untied in any street or way.

Every poundkeeper and fence viewer shall keep
a record of all official acts done and official services rendered
by him, together with a list of all animals impounded or sold and
the names of the owners thereof, a list of all fences viewed and boundaries
determined and an account of all fees charged and collected therefor.
These records, lists and accounts shall at all times be open to the
inspection of the City Council, the Mayor, the Chief of Police or
any person by them authorized to make such inspection.
No person shall tie or fasten any horse, ox,
mule or team of any kind to a lamppost, light or trolley post or to
any ornamental, fruit or shade tree, shrub or vine or to any fence
or other thing erected for the protection of such tree, shrub or vine
in any street or way; nor suffer or permit any horse, ox, mule or
other draft animal or neat cattle to stand or remain near to or within
reach of any ornamental, fruit or shade tree, shrub or vine in any
street or way or other public place, unless such tree, shrub or vine
is protected by a proper guard in such manner as to secure it against
possible injury from or damage by such animals or cattle.
