When requested by a police officer who is on duty, no person or group of persons shall stand, loiter, remain in and/or about any public park or parks, playground and/or recreational areas owned, controlled or maintained by the City of Haverhill, or on any street or way to which the public has access and which is adjacent thereto, between the hours of 11:30 p.m. and 6:00 a.m., whether in any vehicle or otherwise, unless it shall appear that such person or group of persons has obtained written permission from the Chief of Police or from any other lawful authority empowered for such purposes by virtue of any ordinance of the City of Haverhill or statute of the Commonwealth of Massachusetts.
