When requested by a police officer who is on duty, no person or group of persons shall stand, loiter, remain in and/or about any public park or parks, playground and/or recreational areas owned, controlled or maintained by the City of Haverhill, or on any street or way to which the public has access and which is adjacent thereto, between the hours of 11:30 p.m. and 6:00 a.m., whether in any vehicle or otherwise, unless it shall appear that such person or group of persons has obtained written permission from the Chief of Police or from any other lawful authority empowered for such purposes by virtue of any ordinance of the City of Haverhill or statute of the Commonwealth of Massachusetts.

A. 
Designation of areas.
(1) 
No person or group of persons shall stand, assemble, congregate, loiter, remain, walk about or cause a disturbance or disturb the peace in any school area, school playground area or Swasey Field in the City of Haverhill between 1/2 hour after sunset and 1/2 hour before sunrise.
(2) 
No person or group of persons shall stand, assemble, congregate, loiter, remain, walk about or cause a disturbance or disturb the peace in the Union-North Street Playground between 8:00 p.m. and 8:00 a.m.

(3) 
No person or group of persons shall stand, assemble, congregate, loiter, remain, walk about or cause a disturbance or disturb the peace in McMurrer Park between 1/2 hour after sunset and 8:00 a.m.

No person or group of persons shall stand, assemble, congregate, loiter, remain, walk about or cause a disturbance or disturb the peace in the Walter A. Wysocki Park between 1/2 hour after sunset and 8:00 a.m.

B. 
It shall be the duty of any police officer, auxiliary police officer or constable to order any person violating this section to move from the area designated above and, if such order is not obeyed forthwith, to arrest such offender.

A. 
Riverside Park shall be open to public access and use during the following hours:
(1) 
April 1 through October 12 of each year, Riverside Park shall be open from 8:00 a.m. to 10:00 p.m.
(2) 
October 13 through March 31 of each year, Riverside Park shall be open from 8:00 a.m. to 9:00 p.m.
B. 
Public access or use at times other than those stated herein is hereby prohibited unless permission is granted by the City Council by special permit.
C. 
Operation of any motor driven vehicle or device outside of designated parking areas is prohibited, except for those vehicles authorized by the Recreation Department.

It is hereby intended to exclude from the provisions herein those activities duly authorized for legitimate public and/or athletic purposes.
